SUMMARY:
The Executive Director, Care Delivery IT for The Permanente Federation (The Federation) and its member Medical Groups is responsible for supporting the Executive Vice President/Chief Information Officer (EVP/CIO), COO and CFO/CAO on IT initiatives related to care delivery strategy, including Telehealth and Digital (virtual care). This position is responsible for ensuring appropriate physician engagement in key areas of care delivery information technology and virtual care initiatives and National Product Council (NPC) areas. The Executive Director also oversees appropriate communities of practice and promotes information sharing within and among The Federation and the Permanente Medical Groups (PMGs).
Essential Responsibilities:
Strategic Leadership
• Work closely with the EVP/CIO to set strategic direction of the work by identifying and prioritizing work efforts that align with strategic priorities for the development of programs, information, and policies across the areas of care delivery IT and virtual care. Develops goals and recommendations for The Federation and the PMGs in these areas.
• Develop and maintain strong relationships across the program, both with the PMG Chief Medical Informatics Officers, Care Delivery Technology Servicers, and other IT partners to understand ongoing operational and strategic opportunities, challenges, and achievements within Kaiser Permanente.
• Monitor external environment to identify important trends and opportunities.
• Represent the interests of the PMGs in discussions with Health Plan and other partners and customers.
• Represent The Federation internally and externally as needed.
• Manage team staff and budget on a day-to-day basis.
• Other duties as assigned.
Care Delivery IT Strategy & Virtual Care:
• Support the development of the strategy and set goals that align with strategic priories to improve care delivery positioning and enhance delivery of Permanente Medicine for care delivery information technology and virtual care (Telehealth/Digital).
• Leads or participates in various committees representing the needs and requirements of the PMGs and serves as an advocate to ensure seamless integration with regard to clinical operations and care delivery strategic initiatives.
• Builds strong relationships and fosters consensus at all levels of the organization, nationally and regionally, to assure the achievement of objectives.
• Demonstrates the ability to see the big picture in terms of consequences and scope when planning for the future, responding to problems and implementing the changes necessary for the future growth and success and in the delivery of patient care.
• Promotes a positive IT organizational culture, is committed to quality services, and represents the organization in appropriate forums.
• Remains current with new technologies, national and local issues affecting healthcare information technology and their potential influence on the PMGs and Kaiser Permanente.
• Provide leadership, support and direction for information systems through collaboration, education and relationship building.
National Product Council
• Lead strategic work for the National Product Council (NPC) in collaboration with the NPC chair(s) and oversee the team that supports the PMG-led, evidence-based product selection and contracting, utilization and related performance management and improvement functions including providing oversight of the directing of a network of clinical and business PMG leaders, resources, and interrelated functions.
Basic Qualifications:
Experience
• Minimum of ten (10) years of substantial progressive experience, in a technology, consulting or health care delivery environment.
• Minimum of five (5) year of experience in information technology that includes IT project/program management and financial management experience demonstrating competency to fulfill the requirements of the role.
Education
• Bachelor’s degree or equivalent degree required.

Additional Requirements:
• Experience managing the full system lifecycle for a technology initiative or program. In-depth understanding of the Comprehensive Delivery Framework (CDF) and Comprehensive Delivery Process (CDP).
Knowledge, Skills & Abilities
• Extensive knowledge of the U.S. health care system and the multi-specialty group practice model; including knowledge of structure, organization, and operations of Kaiser Permanente across the nation.

WORK ENVIRONMENT:
General home environment: Work is generally sedentary in nature but may require standing and walking for up to 25% of the time. The working environment is generally favorable. Lighting and temperature are adequate, and there are no hazardous or unpleasant conditions caused by noise, dust, etc. Work is generally performed within an office environment, with standard office equipment available.
