DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS The Planning and Development Department in Houston, Texas, the nation’s fourth largest and most culturally diverse, unzone city, is looking for a Director to lead and shape our city for the current and future generations. The Planning and Development Department provides leadership and support by:
Creating, amending, and enforcing rules for land development.
Serving the Planning Commission, Tower Commission and Archeological and Historical Commission.
Responsible for balancing our current and future mobility needs by preserving existing or improving existing mobility options as we incorporate additional mobility options.
Develop and utilize tools that preserve communities, such as historic districts.
Provide reliable data, mapping, and analysis to decision-makers.
The Department’s mission is to ensure that the City of Houston remains a vibrant city by partnering with decision makers and the community.
Responsibilities of the Director include:
Create a healthy working environment.
Develop a customer centric facing organization.
Provide direction on department policy, services, programs, and activities.
Provide direction to staff on ordinance implementation, resolving implementation issues, developing and writing interpretations, monitoring deadlines and adjusting staffing levels to meet department demands.
Review and approve staff recommendations to the Planning Commission, Archeological and Historical Commission and Tower Commission.
Advise and assist the Mayor in developing programs and creating or amending ordinances.
Respond and meet with Council Members.
Provide data driven information to decision-makers.
WORKING CONDITIONS This position is physically comfortable; the individual has discretion about walking, standing, etc.
MINIMUM REQUIREMENTS
EDUCATION REQUIREMENTS Requires a Bachelor’s degree in City Planning, Architecture, Civil Engineering, Public Administration or a closely related field
EXPERIENCE REQUIREMENTS Ten years of experience in City Planning, Architecture, Civil Engineering or a closely related field.
PREFERENCES
Preference will be given to applicants who possess the following:
Solution oriented leadership in the planning field.
Executive Management experience
Local government planning experience
Strong planning regulatory background with familiarity with Houston’s development culture.
**Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.**
