Essential Functions:
Develops and implements purchasing policies and procedures in conformance with effective purchasing practices and requirements of the City.
Maintains liaison with City departments to coordinate, consolidate and plan for equipment services, and material needs to ensure the best quality and pricing for the City.
Administers formal and informal bidding policies; evaluates bids against specifications and recommends or awards contracts or purchases in accordance with City code, laws and established policy
Interviews and negotiates with vendor representatives concerning the availability, price, and terms of purchase of supplies and equipment; provides liaison between vendors and City departments to resolve complaints and secure adjustments.
Advises and provides assistance to other City staff regarding purchasing activity; prepare and presents reports evaluating requirements for goods and services in relation to bid specifications.
Assists in the selection, training, supervision, and evaluation of assigned staff.
Performs technical work in purchasing, materials management, inventory control, and perform other related duties as assigned.
Administers the disposition of surplus property.
Typical Qualifications
Education and Experience:
Any combination of education and/or experience that has provided the knowledge, skills, and abilities necessary for satisfactory job performance. A typical way to obtain the required knowledge and abilities would be graduation from an accredited four-year college or university with major course work in business administration or a related field; and three years of professional purchasing experience which included some supervisory experience.
Licenses:
Possession of or the ability to obtain a valid California Class C Driver's License prior to hire.
Special Requirements:
Ability to receive satisfactory results from a background investigation, and administrative screening which meet the established qualification standards.
Required Knowledge and Abilities:
Thorough knowledge of the principles and practices of purchasing and inventory control for a government agency; record keeping methods relating to the purchasing function. Working knowledge of laws and regulations applicable to municipal bidding procedures and purchasing operations. Proven ability to perform and/or direct purchasing and inventory control; prepare and present reports; interpret and apply related codes, laws, and policies. Ability to work effectively and diplomatically with staff and the public. Ability to communicate effectively both verbally and in writing; establish and maintain cooperative work relationships; supervise assigned staff.
Physical Requirements:
This position also requires extensive and repetitive physical activity involving the arms, wrists, and hands, including writing and using a keyboard. It also requires physical abilities associated with the ability to read, write and communicate in a work environment requiring no extraordinary physical strength or other special physical qualifications.
