DEFINITION:

Plans, directs, coordinates, evaluates, and oversees health education programs in a specific health subject or in a service planning area.

CLASSIFICATION STANDARDS:

Positions allocable to this assignment function under the administrative and/or technical direction of a Senior Manager, Nurse Manager, Chief of a Hospital Service, or a Health Education Coordinator.

Incumbents plan, develop, implement, and evaluate specialized community health education programs on a County-wide basis.
Incumbents organize and coordinate programs to motivate individuals and groups to achieve and maintain their health and safety, and stimulate community contribution to the planning and development of health education programs and health delivery systems.
Senior Health Educators provide for health education consultation to service planning areas, county-wide programs, and to other concerned public or private agencies or groups through Health Education Administration staff.
Incumbents either oversee the activities of a health education staff which includes at least one Health Educator -OR- plan, develop, implement, and evaluate health education programs in underserved communities in collaboration with targeted communities through work with active community groups through the process of community organizing to negotiate and prioritize community health issues which need to be address collaboratively.
Incumbents participate in the planning, implementation, and evaluation of innovative health delivery systems linking the hospital and/or Health Department to the community and develop, implement, and evaluate the health education component of such systems.

Plans, develops, implements, coordinates, and evaluates health education programs in one of several specialized areas including sexually transmitted diseases, maternal, child, and adolescent health; bioterrorism/emergency preparedness, and alcohol, or drug abuse by determining areas and levels of need in schools, patients, staff and community health education through analysis of available statistics and consultation with the health educators in the service planning areas, topic specific programs, and with other concerned public or private agencies or groups.
Establishes priorities for the solution of community health education problems by planning and developing public health education programs through the application of health education methods and procedures, and in collaboration with targeted communities.
Provides consultative health education services to administrative staff in program planning, development, implementation, and evaluation of health education priorities for departmental programs, service planning areas, and communities.
Recommends health education needs by collecting, analyzing, and reporting data to identify appropriate individual and community health education interventions.
Evaluates the extent to which health education programs meet their objectives and impact the target population's knowledge, attitudes, beliefs, practices, and behaviors, by utilizing appropriate data collection methods such as pre and post examinations, focus groups, surveys, and questionnaires.
Utilizes evaluation findings and community input for future planning and policy development.
Reviews and evaluates the implementation of health education programs by health educators to ensure the proper application of program methods and materials and to provide the opportunity to share program experience.
Serves as the technical authority in a specialized area of community health education.
Develops culturally appropriate health education materials, including materials with age specific literacy levels; prepares targeted health education messages; writes professional journal articles and news releases.
Functions as staff assistant to the Health Education Coordinator and provide technical supervision and interpretation of Health Education Administration policies and procedures to other professional health education staff, as needed.
Participates in the development and implementation of new health delivery systems which emphasize health education by functioning as the health education resource member.
Collects and analyzes data to determine priorities, identify target populations, and determine scope of health education activities (i.e. for diabetes, obesity, tobacco control).
Coordinates team efforts in order to determine appropriate methods to reach the target population, prepare educational materials, involve other health professionals and community groups in the education process, and effectively use newspapers, radio, and television as media for health education information.
Works with representatives of hospitals, health centers, schools, agencies, and the community to define basic health education goals and objectives, identify opportunities to reach goals, and determine what is to be taught and by whom, where, when, and how; provides training for physicians, nurses, community workers, and others; advises on criteria and methods for evaluating programs and conducting evaluation studies.
Solicits and maintains extensive and complex involvement with underserved communities including frequent interaction with politically oriented community interest groups, academia, community-based organizations, and public or private agencies by obtaining their active support in health education programs.
Provides orientation and training to professionals and lay persons in health education methods, techniques, and skills; oversees the activities of a health education staff including Health Educators, Health Education Assistants, or other non-professional staff within a program or service planning area.
Oversees and assists in the evaluation of the work performance of health education staff assigned to the program or unit.
Coordinates the volunteer activities within a service planning area by recruiting volunteers, maintaining records of participation, and coordinating volunteer recognition programs.
Recruits and oversees undergraduate and graduate health education students for internships or practicum for a specific program or service planning area, as needed.

Requirements

MINIMUM REQUIREMENTS:
California law requires a Master's Degree* in Public Health with specialization in public health education, community health education, OR equivalent in a program of study accredited by the Council on Education for Public Health** -AND- Two (2) years of public health education experience at the level of Health Educator***.

LICENSE:
A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.

PHYSICAL CLASS:
2 - Light: Light physical effort may include occasional light lifting to a 10 pound limit, and some bending, stooping or squatting. Considerable walking may be involved.

EXAMINATION CONTENT:

Once we have determined that you meet our education and experience requirements described above, our examination process will consist of an evaluation of training and experience based on application information, desirable qualifications, and supplemental questionnaire information at the time of filing weighted 100%.

Applicants must meet the requirements described above at the time of filing and achieve a passing score of 70% or higher on the examination in order to be added to the Eligible Register.

Passing this examination and being added to the Eligible Register does not guarantee an offer of employment.

Benefit Information: Depending on the position, the successful candidate will enroll in a contributory defined benefit pension plan if the candidate is a “new member” of the County’s defined benefit plan (LACERA) on or after January 1, 2013 (first employed by the County on or after December 1, 2012) – unless she or he established reciprocity with another public retirement system in which she or he was a member before January 1, 2013. It should be noted that County employees do not pay into Social Security, but do pay the Medical Hospital Insurance Tax portion of Social Security at a rate of 1.45%. The Los Angeles County Employees Retirement Association (LACERA) has reciprocal agreements with several public retirement systems in California.
