Description
This position directs the terminal safety management process and provides overall support and guidance to the terminal operations functions. The Safety Manager coordinates with the Terminal Manager as well as the Director of Safety in executing strategies for building and maintaining a culture of safety throughout the office, yard, and road transport operations. The Safety Manager is responsible for oversight of regulatory compliance; provides initial and on-going safety training and conducts qualification checks for both employee and contract drivers; conducts, and maintains records of, recurrent safety training for drivers and other terminal personnel; coordinates and manages the accident investigation and response process; conducts audits and inspections of the transportation safety process; and monitors statistics reflecting safety performance in accordance with DOT and OSHA regulations and requirements.
KEY RESPONSIBILITIES
Ensure compliance with the ICOA, state and federal regulations regarding transportation and workplace safety including but not limited to the following:
Monitors driver applications and the selection process
Manage hours of service records including unassigned driving, uncertified logs, personal conveyance, HOS violations
Manages DOT drug / alcohol program
Manages equipment compliance with ICOA by working with Independent Contractors to assure that required equipment specifications are in place and that maintenance and inspection records are compliant
Manage accident process including reporting, compliance with internal procedures, accident reviews, driver remediation and retraining
Manage Roadside Inspection process including responding to state authorities, gathering documents, conducting remediation session and retraining as needed
Conduct and/or assign safety training including subjects such as vehicle and driver inspections, load securement; video events; accident and incident reporting; hours of service; and breakdown and road service procedures. Ensures online safety training is current
Assure driver qualification files are compliant by obtaining and transmitting required documentation including renewable items. Update safety systems as required
Schedule and coordinate onboarding orientations and ICOA execution
Review camera and system events and conduct remediation sessions related to Safety System triggered events or unsafe driving behavior
Manages electronic equipment inventory
Conducts yard walks to identify vehicle maintenance defects
Supervise and direct Terminal Safety Department staff
Serve as site contact for OSHA reporting
Ensure OSHA plans such as Emergency Action Plans and Hazard Communication Programs are implemented and executed
Ensure all required training is implemented and maintained
Support terminal personnel with understanding and compliance with OSHA regulations
Conduct training on safety calls
Ensure compliance with periodic checks, reporting and document retention
Conduct OSHA incident reviews with corporate EHS team
Administer safety awareness and behavior-based safety programs
Adhere to and enforce all ethical standards by which the Company operates
Such other functions as may be assigned
Qualifications
MINIMUM REQUIREMENTS
Minimum 2+ years of experience in a transportation management and/or safety management role is required.
DESIRED KNOWLEDGE, SKILLS, AND ABILITIES
Intermediate knowledge of Word/Excel/PowerPoint
Working knowledge of federal and state safety laws, particularly FMCSA & OSHA standards and regulations
Understand and apply meaningful operations and safety performance standards and statistical analysis
Ability to plan and execute events, safety meetings, accident review meetings, and safety celebrations
Excellent organization skills, with the ability to multitask
Ability to organize and manage multiple priorities
Ability to communicate effectively both orally and in writing
Excellent interpersonal and communication skills

PHYSICAL DEMANDS AND WORKING ENVIRONMENT
Generally sedentary office work environment but required to frequently conduct training and inspection in warehouse, yard and shop facilities as well as on and around trailers and trucks. Some climbing on ladders and steps required. Walking, standing, bending and stretching for extended periods of time. Lifting up to 25 pounds. Must possess ability to work nights and weekends where operations require.
