In support of EH&S’ mission to provide the safest work environment possible while meeting regulatory requirements and university policy in hazardous material safety and with delegated authority from the California State Fire Marshal, serve as a Deputy Campus Fire Marshal and Hazardous Materials Inspector, with significant responsibility for a fire prevention-hazardous materials inspection program. Implements the following responsibilities: performs special and routine inspections of facilities that store and use hazardous materials; reviews technical reports from researchers, technical experts and/or consultants, reviews chemical inventories to ensure the facilities are designed or operated within the boundaries allowed by the applicable code; liaises with first responders on preplanning and debriefing of hazardous materials incident responses; reviews project construction plans and specifications for code compliance; advocates and educates principle investigators in developing strategies for success with regulated hazardous material quantities; trains faculty, staff and emergency first responders on applicable code.
Deputy Campus Fire Marshal (DCFM) acts on behalf of OSFM to do specialized plan review and field enforcement work; consults with fire officials, architects, engineers, contractors, principal investigators, academic department chairs, chemists, industrial hygienists, and campus staff on problems of hazardous materials, fire and panic safety in the design, construction, and operation of buildings and facilities at UCSF. This position will guide subordinate staff in providing support to construction projects as well as general fire and life safety inspections; cooperates with public agencies on mutual challenges relating to fire safety and hazardous materials; communicate hazardous materials storage and use requirements to internal stakeholders and end users; assist principle investigators with strategies for compliance; reviews reports and recommendations of field inspectors and prepares letters of instruction and recommendation to operators and principal investigators; conducts training meetings for field personnel; maintains records of plan reviews and inspections made; supervises personnel in following up enforcement of laws and regulations of the OSFM; trains new personnel on inspection work and enforcement and evaluates their performance; makes special field inspections with personnel in unusual or controversial problems. Receives assignments in the form of broad objectives, and determines how to use resources to meet schedules and goals. Proactively assesses fire and life safety risks, and proposes, develops, and oversees implementation of policies and procedures to assure awareness of and compliance with UCSF and regulatory requirements.
This position is key member of the EH&S Fire Prevention Team, serving as the subject matter expert for Title 19 & 24 California Code of Regulations on fire, hazardous materials, and life safety issues as well as Health & Safety Code Ch. 6.95. This person has delegated authority to act on behalf of the OSFM to approve/deny activities that may have an impact on campuses or Health’s core mission. The DCFM-Haz Mat creates and implements programs, directs program development, provides compliance consultation, and is the UCSF expert associated with fire prevention & hazardous material codes, policies, laws, and regulations within campus and Health facilities. This position provides mentoring and technical guidance to other employees on the EH&S Fire and Life Safety Team.

- Registered Professional Engineering or Certified Industrial Hygienist
- CA Fire Service Training & Education System Fire Inspector I and II or equivalent
- CA Fire Service Training & Education System Plan Reviewer or equivalent
- Bachelor's degree in Chemistry, Chemical Engineering, Toxicology, Biosciences, Engineering or related area and 5+ years of directly related work experience; / or equivalent experience / training
- Advanced or expert knowledge / understanding of broad range of EH&S fields and familiarity with all EH&S fields
- Advanced or expert knowledge and skill in applying and interpreting applicable local, state, and federal regulations and related standards, guidelines and, as appropriate, recommend organization policy
- Strong written, verbal and interpersonal communications skills, including advanced political acumen and skill to effectively communicate with diverse constituencies in a highly political environment
- Advanced skill to effectively represent the organization to state and federal authorities, and community groups
- Advanced analytical and organizational skills to organize, prioritize and manage the successful completion of projects within budget and time constraints
- Advanced skill in mentoring or overseeing the work of other EH&S technical and professional staff
- Advanced skill to appropriately use technology and relevant scientific equipment as required
