East Bay Municipal Utility District (EBMUD) is seeking a seasoned Senior Human Resources Analyst (Diversity, Equity, and Inclusion [DEI]) for the Office of Diversity, Equity, and Culture (ODEC). ODEC is comprised of the offices of Contract Equity, Diversity and Inclusion (DIO), and Employee and Organizational Development (EOD). Under ODEC, the position is responsible for the implementation of action items from EBMUD’s Diversity, Equity, and Inclusion Strategic Plan (DEISP). This includes working cross-functionally across all ODEC offices and with various departments and stakeholders across EBMUD.
Under the direction of the Special Assistant to the General Manager for ODEC the individual selected will assist with the implementation of the DEISP action plan; monitor, revise and recommend updates as necessary; lead and monitor pilot project teams, develop and implement DEI-related training and workshops, and effectively communicate program status and outcomes to internal stakeholders.
Typical duties include:
• Developing, administering, and monitoring EBMUD’s DEISP action items following DEI innovations and/or best practices.
• Creating DEI communication plans to ensure program outcomes and updates for all staff.
• Identifying critical systemic issues and collaborating with stakeholders to develop equity solutions.
• Leading and monitoring equity project teams to ensure movement and progress.
• Providing consultation to department managers and work groups to address DEI initiatives and action items (particularly in the areas of Recruitment & Classification, Workforce Development, and Employee and Organizational Development).
• Developing and presenting DEI-related training, forums, and workshops as needed.
• Interpreting and explaining rules, regulations, policies and procedures, and, if applicable, state and federal laws, related to the administration of EBMUD’s DEI Strategy and initiatives.
Knowledge, Skills, and Abilities:
• Experience in facilitating organizational change projects.
• Demonstrated knowledge of DEI practices and strategies/programs.
• Demonstrated knowledge and experience with principles and practices of creating inclusive environments.
• Demonstrated knowledge and experience in implementing inclusive leadership principles and practices as applied to management and supervision, and leadership development.
• Ability to manage multiple competing interests with diplomacy and tact; be experienced in guiding conflict resolution; work collaboratively and effectively with employees at all levels of the organization; and be able to respond to changing demands with flexibility and innovation.
• Ability to direct and review the work of others; write and speak effectively; prepare effective correspondence, memoranda, and reports.
• Develop and maintain effective working relationships, confidence and trust of EBMUD’s managers, supervisors, employees and the public.
In addition to the KSAs listed above, the ideal candidate will have:
• An advanced degree in a closely related field.
• Experience working for a public employer, a civil service agency and/or in a union environment.
• Working knowledge of statistical research methods; common occupational fields and their requirements; and common classification study methods.
• Experience developing and delivering training.
• Excellent interpersonal skills in addressing sensitive, confidential issues.
The annual salary is $129,000 up to $195,660. Initial placement within the range is based upon qualifications. Appointment is typically made at or below the control point ($167,700 per year).

1. Completion of four years of college resulting in graduation or its equivalent.

3. Must possess physical characteristics to perform the critical and important duties of the job, including sufficient physical mobility to visit a variety of work sites and sufficient strength to lift and carry boxes of personnel materials weighing up to 30 pounds.
4. Must be willing to work during evening or weekend hours and work overtime as needed.
