Is an interdisciplinary team member who supports senior planning level staff to develop and analyze policy and data to prepare, administer, and monitor transportation plans, programs, and projects. Under supervision, in a learning capacity, the planner perform the less responsible and complex planning work in connection with State programs related to transportation planning. As knowledge and skills are developed, incumbents perform transportation planning work of average difficulty, and assist in conducting studies related to transportation planning.

About the Planning & Programming Division:

The Planning and Programming Division is responsible for conducting all Congestion Management Program and VTA transportation and transit planning activities. As well as programming and grants management.

The Planning & Programming Division consists of the following areas:

Planning - Responsible for the planning and conceptual design of all transit projects, forecasting and modeling analysis for capital projects and the CMP, development review, bike and pedestrian planning, and long range planning functions of the CMP.
Programming and Grants - Responsible for advocating, prioritizing, programming, managing, and ensuring compliance for all federal, state and regional highway/transit/roadway/bicycle/pedestrian grants, as well as the programming of funds for the CMP.

Definition
Under close supervision, to assist in performing studies related to transportation planning, and to assist in the research and analysis of transportation planning data.

Distinguishing Characteristics
The Transportation Planner I position is the entry level class in the Transportation Planner series. Incumbents may initially perform work in a training capacity and, as their knowledge and skill increase, carry out work assignments with some degree of independence. Advancement to the Transportation Planner II level is based on demonstrated proficiency in performing the assigned tasks.

Essential Job Functions

Typical Tasks -Transportation Planner I

Gathers and analyzes statistical data;
Researches planning literature to prepare abstracts and bibliographies;
Assists in the preparation of plans, maps, graphs, and other visual aids;
Assists with planning studies or surveys as a team member or performs portions individually under close supervision;
Answers inquires and disseminates information regarding transportation planning related issues;
Coordinates and serves as staff for transportation meetings; attends various transportation meetings as required;
Updates and maintains planning databases and directories;
Prepares correspondence and reports;
Performs related duties as required.

Employment Standards - Transportation Planner I
Development of the required knowledge, skills and abilities is typically obtained through a combination of training and experience equivalent to a four year degree from an accredited college or university in transportation planning, urban planning, or related field.
