About the Housing Team The Housing Team is a conscientious and passionate group of professionals dedicated to meeting the needs of the City’s low- and moderate- income residents who consistently work toward solutions for the current housing crisis experienced throughout the region. The team consists of four staff members who work collaboratively to ensure programs and policies are administered effectively and efficiently. About the Position The Assistant Planner is the first level in the professional planning series. Under general supervision, the Assistant Planner provides technical and professional support of the affordable housing and community grant programs, including the Community Development Block Grant (CDBG) program. Demonstrates a passion for and advocacy of social services for vulnerable residents and furthering the aims of housing affordability and diversity of the community.
Has experience in the field of affordable housing and/or community grantmaking.
Is self-directed, takes initiative in getting the job done, not only at the task level but in thinking more broadly regarding strategy and process improvement.
Is extremely well organized, timely and accurate in managing multiple projects simultaneously, and in keeping track of even the smallest details and meeting deadline commitments.
Provides excellent customer service to both the public and co-workers.
Representative Duties
Coordinate the administration of the City’s Community Grant Program, including the implementation of our Community Development Block Grant (CDBG), Community Service Grant program, the Homeless Services fund, and the School Crisis Counselor Grant programs. This includes research and statistical analysis, preparation of required reports, plans, and evaluations, annual monitoring of grantees, and contract administration.
Coordinate the Housing Team’s performance evaluation processes.
Assist with the administration of the City’s affordable housing programs, including the First Time Homebuyer Assistance Program, Home Rehabilitation Loan Program, and Below Market Rate Homeownership Program.
Assist in the implementation of the City’s Housing Element, including annual reports to state and regional agencies on housing production and permitting.
Provide resource and referral services to the public seeking information on affordable housing and provide information to affordable housing stakeholders, developers, non-profits service providers, and the general public on the City’s housing programs, affordable development projects, grants, and tenant/landlord and fair housing services.
Qualifications Guidelines
Any equivalent combination of education and experience that provides the knowledge, skills, and abilities is qualifying.
Education A Bachelor’s degree from an accredited four-year college or university with major coursework in public administration, public policy, housing, urban planning, social services, social justice, or a related field.
Experience Work experience is not required for this position, but it can be used to meet the educational requirement. Professional experience with affordable housing programs, housing finance, grant administration, or municipal planning is preferred.
Special Requirements Possession of, or ability to obtain prior to employment, a valid Class C California Driver's License and a good driving record.
Knowledge, Skills, and Abilities
Knowledge of affordable housing policies, practices, and regulations.
Knowledge of Federal, State, and local laws and policies, and best practices and principles, related to housing, planning, and zoning.
Knowledge of statistics and research methods employed in collection and evaluation of data.
Skill in understanding and interpreting technical data and documents.
Skill in collecting, recording, analyzing, and interpreting data.
Skill in communicating effectively in English both orally and in writing; making presentations; and preparing clear, concise, and accurate written materials.
Skill in establishing and maintaining effective working relationships with others.
Ability to effectively utilize computer applications and technology related to the work.
