Security Cooperation Planning Lead

As a Security Cooperation Planner, you’ll bring your program management and process improvement, leadership, and stakeholder engagement expertise to work on projects to enhance DoD’s planning, coordination, and delivery of strategic capacity building programs. You will monitor and synchronize institutional capacity building authorities with broader security cooperation objectives, processes, and programs. You’ll develop and improve planning strategies for the security cooperation enterprise, drafting guidance and implementation instructions and analyzing data inputs against available funding.
You’ll be a trusted advisor to our clients, and we’ll look to you to identify, analyze, and evaluate complex security cooperation systems, policies, and processes across multiple fiscal years. You’ll also support, mentor, and motivate junior contract team members, identify growth, learning, and training opportunities, collaborate on process improvements to lead to innovation and efficiencies, and oversee products and deliverables.

You Have:?
5+ years of experience with Title 10 Security Cooperation program planning
5+ years of experience with strategic planning and analysis to align strategic objectives to program and resourcing plans ?
5+ years of experience with program management of complex workstreams and lines of effort, taking guidance and developing workplans, implementation plans, identifying risk, communication strategies, and managing deliverables
5+ years of experience with stakeholder engagement and communication across DoD organizations, including DoD executive or senior leadership
5+ years of experience with managing people and teams
Knowledge of security cooperation authorities, objectives, primary stakeholders, and processes
Knowledge of change management, process improvement, or strategic communication strategies, approaches, and methodologies
Ability to flexibly adapt to an evolving organizational structure, demonstrate leadership and vision to align goals with organizational objectives, and inspire team members’ innovation, creativity, and purpose
Secret clearance

Nice If You Have:?
5+ years of experience with Title 10 Security Cooperation program planning at a Geographic Combatant Command or Service Headquarters
Experience working in a Senior Lead, Executive Officer, or Chief of Staff role at either a DoD HQ level at OSD, Joint Staff, a Service HQ, Combatant Command, or the commercial equivalent
Knowledge of institutional capacity building approaches and programs
Knowledge of Title 10 Security Cooperation processes, database planning systems, funding, and government appropriation cycle
Possession of excellent oral and written communication and interpersonal skills to foster collaboration, trust, and feedback among team members
Bachelor’s degree in International Affairs preferred; Master’s degree in Foreign Affairs or Policy a plus
SC-101, Change Management Process Improvement (CMAP), Lean Six Sigma, or Project Management Professional (PMP) certification
Clearance:

Salary at Booz Allen is determined by various factors, including but not limited to location, the individual’s particular combination of education, knowledge, skills, competencies, and experience, as well as contract-specific affordability and organizational requirements. The projected compensation range for this position is $84,600.00 to $193,000.00 (annualized USD). The estimate displayed represents the typical salary range for this position and is just one component of Booz Allen’s total compensation package for employees.
