General Description
ESL Welcome Center Assessment Liaison is responsible for administering and ensuring consistency and fidelity of all K-12 English Learner initial testing for possible student placement in the English Learner (EL) Program, and all other assessments administered by the Welcome Center under the direction of the ESL Intake and Transition Specialist. This role is responsible for assisting in providing training to Welcome Center and EL staff on the state-approved English learner screening tool as well as any additional assessments administered by the Welcome Center. Additionally, the Liaison maintains the testing database and processes all testing paperwork, evaluating transcripts for accurate academic placement, and supporting school administration with course selection. The Liaison coordinates with ESL Family Engagement to enhance parental involvement and compile data to assist in ESOL Department planning. The position regularly communicates with ESL Support Specialist, Principals, and Teachers to optimize service effectiveness.

Communicates with parents in support of their questions or needs in a language the parents can understand verbally or written
Supports daily provision of language support services to students and families seeking services from the CCPS Welcome Center.
Provides translation services as needed at the Global Welcome Centers or in the division.
Gather information about a student's prior schooling and other relevant background informationthrough student and/or parent interviewincluding determining if a student qualifies for SLIFE identification
Support School administration and counseling teams Liaisons to review course options available K-12.
Evaluates international and local transcripts from previous schools to ensure correct placement in academic programs.
Coordinates with ESL Family Engagement to provide parents with resources to support their involvement/engagement in the school system, i.e. English classes for Adults and health services as required by Every Student Succeeds Act (ESSA) of 2015
Maintain accurate records of testing data for ELs to meet State and Federal requirements
Compile internal data on EL entry numbers, chart trends, and guide the ESOL Department in future course expansion, including curriculum planning.
Serves as a resource on ESL-related matters for teachers, school administrators, instructional personnel, parents and others.
Assists in coordinating referrals of ESL students for special placements
Communicates regularly with the ESL Support Specialists, principals, and other ESL teachers via e-mail and telephone in order to optimize effectiveness of service.
Communicates regularly with ESL Departments and Schools in outside divisions via e-mail and telephone in order to optimize effectiveness of service.
Performs other related duties as assigned.

Physical Demands:
Must have the ability to sit and stand for extended periods of time; exhibit manual dexterity to dial a telephone, to enter data into a computer terminal; to see and read a computer screen and printed material with or without vision aids; hear, understand speech and speak in audible tones so that others may understand clearly at normal levels indoors and on the telephone. Physical agility to bend, stoop, sit on the floor, climb stairs, walk and reach overhead.
Work Environment:
While performing the duties of this job, the employee regularly works in a school environment (the employee works in the ESL Welcome Center or in a school). The noise level in the work environment is moderate and work pace varies.
Qualifications
Considerable knowledge of the regulations and policies related to English as a Second Language and of the concepts, principles and methodologies of English Learner Identification processes. Working knowledge of student database system functions. Working knowledge of language instruction education program implementation, and second language learning theory. Working skill in the use of technology and database systems to deliver and assess English language proficiency. Demonstrated ability to organize, schedule and monitor work assignments; to train and advise teaching staff regarding ESL students; to communicate effectively, orally and in writing. Demonstrated ability in decision making, problem analysis, conflict resolution, interpersonal relationships and planning.
Requirements
GED or High School Diploma required, College degree or teaching license preferred. General office experience involving the performance of data entry and customer service tasks; experience in an education setting or bilingual education strongly preferred; any equivalent combination of experience and training, which would provide the required knowledge, skills and abilities. Valid driver’s license. Fluency in English and Spanish or other second language is strongly preferred.
