NATURE OF WORK, ESSENTIAL FUNCTIONS & KSA'S:
Under the immediate supervision of the Division Supervisor and under the general supervision of the Utilities Field Superintendent, performs semi-skilled and skilled labor in the maintenance, inspection, construction, repair and service work of the City's utility services including water distribution, sanitary sewer collection and storm water collection systems. May be assigned to any division within the Public Utilities Department as a substitute for individuals on vacation, sick leave, etc., or during heavy work load periods. This position is subject to emergency call-outs and must be able to work both scheduled and unscheduled overtime, including nights, weekends and stand-by, as required.
Position will be filled as a Technician I, Technician II or Technician III, dependent upon the needs of the department and qualifications/experience of the preferred candidate.
ESSENTIAL FUNCTIONS
Technician I (entry level)
- Assists crew in and learns to perform assigned semi-skilled and manual sanitary sewer and storm sewer systems construction and maintenance tasks on a daily basis.
- Learns to operate division's motorized construction and maintenance equipment on a regular basis, which may include and is not limited to skid steers (including attachments), backhoe, grader, front-end loader, rollers, compaction equipment (jumping jack, vibratory plate), dump truck and hydraulic sewer cleaning machine, CCTV inspection equipment, and emergency generator operation.
- Performs general maintenance duties such as infrastructure OUPS locates, lift station readings, asphalt and concrete surface restoration, and vehicle maintenance as instructed.
- Assists in and learns to perform construction, maintenance and repair of sanitary sewer and storm sewer collection systems, lift station operation and their accessories (i.e., valves, lift station pumps and controls).
- Responds to customer service requests as directed.
Technician II (proficient technician)
- Performs installation, maintenance, inspection and repair work on sanitary sewer and storm sewer collection and treatment systems, including gravity mains, force mains, service connections, and lift station pumps and controls.
- Skillfully operates a variety of equipment, machinery and tools used in department projects and activities on a regular basis, which may include and is not limited to skid steers (including attachments), backhoe, grader, front-end loader, rollers, compaction equipment (jumping jack, vibratory plate), dump truck and hydraulic sewer cleaning machine, cctv inspection equipment, and emergency generator operation.
- Performs technical duties locating and marking underground city utilities using a variety of utility maps, as-built plans, blueprints, sketches, construction plans, GIS systems and other computer mapping systems as needed.
- Notifies residents and businesses of work being performed; responds to questions or complaints, or request for service, initiates problem resolution.
Technician III (advanced technician)
- Provides job-site supervision of crews performing construction and maintenance activities; prioritizes work and determines what equipment and materials are needed to accomplish work assignments; and coordinates with other city departments (as necessary) and executes the department's preventative maintenance procedures and schedules.
- Reviews and inspects the work of assigned crew to assure work quality and timely completion of assigned duties and responsibilities.
- Proficiently operates a variety of equipment, machinery and tools used in department projects and activities, which may include but is not limited to skid steers (including attachments), backhoe, grader, front-end loader, rollers, compaction equipment (jumping jack, vibratory plate), dump truck and hydraulic sewer cleaning machine, cctv inspection equipment, and emergency generator operation and trains others in the operation of such.
- Responsible for job-site supervision of work techniques and the proper use and maintenance of all equipment; including training crew in work techniques and adherence to proper safety precautions related to all work performed.
- Responsible for evaluating activities of subordinate utility maintenance staff; provides advice, assistance and training (as needed) to correct deficiencies.
KNOWLEDGE
Technician I (entry level)
- Knowledge of basic math (ex: ability to add, subtract, multiply, and divide numbers).
- Basic knowledge of sanitary sewer and storm sewer collection systems operation, maintenance, and repair.
- Basic knowledge of the mechanical operation, performance, and maintenance of equipment used in performing the essential functions of the position.
- Basic knowledge of the tools, equipment, methods, materials, and common practices in sanitary sewer and storm sewer collection systems maintenance and repair activities.
- Knowledge of traffic laws and rules involved in vehicle and equipment operation.
- Knowledge of safe equipment operating procedures.
- Knowledge of standard safety protocols in the performance of essential functions as well as City policies regarding safe work practices.
Technician II (proficient technician)
In addition to the items above with knowledge at a competent level in those areas:
- Knowledge of utility locating equipment.
- Knowledge of hazards, safety rules, and precautions involving the use of heavy equipment.
Technician III (advanced technician)
In addition to the items above with knowledge at an advanced level in those areas:
- Knowledge of principles and practices of job-site supervisor of construction, maintenance, and repair including safety practices and related record-keeping.
- Knowledge of the methods, materials, procedures, and standard practices of:
- utility construction, maintenance, and repair, including municipal utility systems and their accessories,
- sanitary sewer gravity mains and force mains, storm sewer gravity mains, and
- lift station equipment and controls.
Knowledge of asphalt and concrete restoration repairs. Knowledge of the hazards, safety rules, and precautions involving the use of heavy equipment. Knowledge of traffic laws and rules involved in vehicle equipment operation. Knowledge of safe equipment operating procedures, inspections, and maintenance requirements. Knowledge of standard safety protocols in the performance of essential functions as well as City polities regarding safe work practices.
SKILLS
Technician I (entry level)
- Skill in the use of small equipment, power tools, and hand tools utilized in sanitary sewer and storm sewer collection systems maintenance and repair activities.
- Skill in the methods utilized to carry out maintenance and repairs of the sanitary sewer and storm sewer collection systems.
Technician II (proficient technician)
In addition to the items above with skill at a competent level in those areas:
- Skill in operating job-related software and associated technology.
- Skill in concrete forming, pouring, and finishing techniques.
- Skill in hot mix asphalt placement and compaction techniques.
Technician III (advanced technician)
In addition to the items above with skill at an advanced level in those areas:
- Skill in the use of construction measuring devices and instruments including tapes, rulers, levels, and lasers.
ABILITIES
Technician I (entry level)
- Ability to perform basic mathematical calculations in order to calculate quantities, trends, times, distances, measures, and weights.
- Ability to understand basic road maps and City boundaries.
- Ability to comprehend and follow simple to complex oral and written instructions.
- Possess general mechanical aptitude and mental ability to perform manual tasks without supervision.
- Ability to perform relatively heavy manual work for extended periods of time and to withstand exposure to variable weather conditions.
- Ability to assist in concrete and asphalt repair/replacement, working with heavy materials and materials at high temperatures.
- Ability to learn the operation of motor vehicles and related equipment in a skilled and safe manner and in accordance with traffic laws and regulations.
- Ability to perform work in a safe manner and report unsafe activities, conditions, and faulty equipment.
- Ability to develop and maintain effective working relationships with fellow City staff, associates, contractors, and the general public.
- Ability to demonstrate proficiency in completing basic paperwork including work orders, work logs, maintenance logs and time sheets.
Technician II (proficient technician)
In addition to the items above with abilities at a competent level in those areas:
- Ability to work in confined spaces and at elevated heights.
Technician III (advanced technician)
In addition to the items above with abilities at an advanced level in those areas:
- Ability to understand basic road maps and City boundaries to establish ownership responsibilities.
- Ability to comprehend and follow simple to complex oral and written instructions with little supervision and the ability to effectively communicate instructions to technical staff.
- Ability to operate motor vehicles and related equipment in a skilled and safe manner and in accordance with traffic laws and regulations and to diagnose and resolve equipment problems.
- Ability to prepare reports, including work orders, activity reports and maintenance logs.
- Ability to understand and interpret technical specifications and operation manuals for vehicles and equipment.
- Ability to establish project priorities, assign work orders, estimate material quantity, staffing and equipment resources required for timely completion of work assignments.
- Ability to train employees in the safe and efficient use of all motor vehicles and related equipment required for completion of work assignments.
QUALIFICATIONS
1. High school diploma or GED, to ensure the ability to read, write, and perform basic math.
2. Experience in municipal utility systems maintenance or civil construction.
- Technician I - one (1) year preferred
- Technician II - two (2) years required; including experience in the operation of heavy equipment.
- Technician III - four (4) years required; including experience in the operation of heavy equipment
3. National Incident Management System (NIMS) independent study (IS)certifications within 12 months from date of hire:
- IS 100 - Introduction to Incident Command System (ICS)
- IS 200 - ICS for Single Resources and Initial Action Incidents
- IS 700 - National Incident Management System (NIMS) An Introduction
4. Work Zone Flagging Certification (within 24 months from date of hire)
5. Work Zone Construction Safety Training (within 24 months from date of hire)
6. Possession of a valid State of Ohio Motor Vehicle Commercial Driver's License:
- Technician I - Class B with air brake and tanker endorsement, or the ability to obtain license within six (6) month probationary period.
- Technician II & III - Class A with air brake and tanker endorsements.
7. Tech III - EPA Collection System License - Class I within 24 months from date of hire.
8. Must be honest, dependable and trustworthy and pass a background check and drug screen.
