In 1999, the General Services Department (GSD) was established to construct and maintain the City’s building portfolio. Since that time, GSD has evolved into a full service, client-centered department that provides a comprehensive suite of services to over 300 facilities; representing 7.7 million square feet of occupied space. As a full service department, GSD assists its clients in identifying the appropriate real estate solution and then provides design and construction services for the development of the facility. Once the facility is ready for occupation, GSD provides energy, property and security management services to ensure the lights come on and the facility is clean, well-maintained and secure. To further enhance the operation of its facilities, GSD established the Sustainable Growth division. This division is responsible for implementing green and sustainable property and energy management solutions with the intent of reducing operating costs and improving client satisfaction. DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS
The General Services Department is seeking a Project Manager that will be responsible for the successful delivery of multiple concurrent Design Task Order Contracts (TOC)/Construction Job Order Contracts (JOC) projects. With experience to manage the design and construction of facility and building systems projects for multiple client departments.
Candidates should be able to manage several projects simultaneously and efficiently, demonstrate strong communication and coordination skills, possess a thorough understanding of design knowledge, architectural standards, building codes, vertical building construction processes and project delivery methods. This candidate will supervise and coordinate all phases of the projects, from programming to construction administration. Projects include, but are not limited to, the management of repair, rehabilitation or alteration of fire and police stations, libraries, multi-services and community centers, health centers, recycling centers, office buildings, and maintenance facilities.
This position will also be responsible for the following duties:
- Establish the budget/schedule/scope of work for projects.
- Coordinating and conducting on-site walkthroughs to develop scope of work and determine the accuracy of proposals submitted by consultants and contractors.
- Reads, interprets, and reviews construction drawings to verify scope of work and constructability. Oversee construction, coordinate and manage internal and external stakeholders such as IT, Security Management, Property Management, etc.
- Evaluates proposal utilizing the RS Means Facility Construction cost data to ensure the appropriateness of line items and negotiates any discrepancies in the proposals with the Contractor.
- Ensures overall project quality controls, ensures completed project work meets the required obligations under the contract.
- Tracking payments to ensure they are processed in a timely manner.
- Develops and maintains good working relationship with client departments and contractor representatives.
Must be able to pass a criminal background check, obtain and maintain federally mandated security clearances where required.
WORKING CONDITIONS
The position requires stooping, bending and/or lifting of items of up to 30 pounds with occasional periods of walking on rough surfaces. Will require driving to various locations to perform duties.
MINIMUM REQUIREMENTS
EDUCATIONAL REQUIREMENTS
Requires a Bachelor's degree in Architecture, Civil Engineering, Construction Management, Landscape Architecture, Project Management or a closely related field based on the responsibilities of the position. Considerable knowledge of design or construction is required.
EXPERIENCE REQUIREMENTS
Four years of experience in construction, construction inspection, design, landscape design, geotechnical, environmental or a closely related field are required.
Directly related professional architectural, construction or landscape design experience may be substituted for the education requirement on a year-for-year basis.

PREFERENCES
A degree in Architecture, Construction Management or Project Management, or a degree with skill sets in vertical design, construction, or Project Management highly preferred, along with project management experience in the design and construction/renovation of vertical buildings; fire stations, police stations, health facilities, libraries, schools, retail, and offices. Preferences will be given to candidates that have experience in managing ground up construction or major renovations of vertical projects.
