Job Abstract

The Fairfax County Health Department (FCHD) is a progressive, locally administered public health department dedicated to providing services that protect, promote, and improve health and quality of life for all who live, work, or play in the community. This is achieved by directly providing or assuring accessibility to quality health services and health information, preventing epidemics and the spread of disease, and responding to public health emergencies.

Reporting to the Deputy Director for Medical Services, this public health physician position provides overall medical direction to the FCHD Tuberculosis (TB) Program and serves as the subject matter expert to health department staff and the community on matters related to TB. The position works collaboratively with the FCHD TB Program Manager to ensure timely surveillance, investigation, diagnosis, and treatment of TB disease. Provides direct patient care to FCHD clients. Provides medical oversight and consultation to public health nurses, to include medical assessments, treatment, and case management. Offers medical advice and consultation to community physicians, healthcare facilities, schools, human service agencies and correctional facilities within Fairfax County.

This position also collaborates with FCHD staff in the development, implementation and evaluation of policies and procedures, ensuring compliance with federal, state, and local policies; provides education to health department staff, rotating residents and students, community physicians, and the community about TB disease, epidemiology and treatment. Along with other leadership staff of FCHD, participates in the department's efforts to advance health equity and population health; maintains readiness to respond to public health emergencies; and develops professional networks that support and strengthen job performance.

• Plans, organizes and directs any of the following public health programs such as home care, school health, emergency preparedness, employee health and disability, refugee health, maternal and child health to include the infant development clinic, tuberculosis control, communicable diseases, chronic disease prevention, wellness programs, and health education;
• Independently plans, manages, and/or evaluates public health programs, projects or studies, and prioritizes work;
• Collects and interprets data and information from a variety of sources and prepares and presents recommendations;
• Analyzes community health needs and trends;
• Conducts short-and long-term planning, program development, policy/program analysis and evaluations;
• Serves as subject matter expert and policy advisor;
• Serves as a liaison, committee member or similar point of contact with internal and external representatives;
• Provides community outreach, education and presentations in areas of focus to community providers and the public;
• Plans special or emergency health programs to meet community needs;
• Conducts individual and group staff conferences to aid in the improvement of individual skills and the implementation and enhancement of public health services;
• Explains and interprets laws and regulations and ensures compliance;
• Consults with other physicians, community and academic organizations and leaders and related health and welfare agencies;
• Participates in state, regional or local exercises as needed or directed;
• Participates on county-wide or regional task forces or project team, as assigned;
• Conducts medical examinations and provides immunizations;
• May assist with the development and review of the medical/health components of the department's Standard Operating Procedures and/or Emergency Operations Plan;
• May assist with the screening and selection of professional and non-professional staff;
• May assist with preparation of budgets and related reports, as requested;
• Keeps abreast of agency emergency plans to ensure understanding of emergency preparedness and response role and responsibilities.

• Knowledge of disease conditions and procedures involved in treatment and diagnosis of these conditions, basic pharmacology, concepts in clinical medicine, community health, mental health and preventive medicine, and routine laboratory and screening techniques.

• Knowledge of research methods and procedures and statistical methods and practice;
• Knowledge of occupational and disability medicine including employee health practices;
• Knowledge of public health emergency preparedness.

MINIMUM QUALIFICATIONS:
Graduation from an accredited school of medicine and possession of a medical degree approved by the Accreditation Council for Graduate Medical Education, preferably with a master's degree in public health or a related field.

CERTIFICATES AND LICENSES REQUIRED:
Licensed at time of appointment to practice medicine in the Commonwealth of Virginia.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check, a Child Protective Services Registry check, and sanction screening to the satisfaction of the employer. A TB screening upon hire and annually thereafter.

This position is emergency/essential services personnel. (Required to report for duty during inclement weather and/or other emergencies.)

• Master’s degree in public health or related Field.
• Medical training or certifications in infectious disease, pulmonology, preventive medicine, public health, or related fields.
• Experience providing direct patient care to individuals with tuberculosis.
• Prior experience working in a local/state health department, free clinic, federally qualified health center, or other settings including federal programs providing care to underserved populations.
• Exceptional interpersonal and communications skills.
• Experience working with non-English speaking populations.
• Medical Board Certification.

PHYSICAL REQUIREMENTS:
Job is generally sedentary in nature, and requires walking, standing, sitting (for long periods of time), and kneeling, reaching, bending, climbing stairs; may be required to lift or carry up to 25 lbs. occasionally. Uses hands to grasp, handle, or feel. Position frequently communicates and must be able to exchange accurate information with others verbally and in writing. Visual acuity is required to read data on a computer monitor; ability to operate keyboard driven equipment and computer and use of touchscreen. Generally, works in an office environment yet may occasionally be required to perform job duties outside of the typical office setting.
