We have an exciting opportunity for an Earned Value Management (EVM) Business Program Analyst to join the Earned Value Resource Center (EVRC) at General Atomics Aeronautical Systems located in Poway, CA. The EVRC purpose is to provide EVM leadership, guidance, program support, surveillance, and tools management. This position combines finance/business and program management support disciplines to provide support to GA-ASI programs that are required to manage using Earned Value Management (EVM) techniques.
The position requires analysis of EVM program data artifacts, deliverables, and metrics; identifying compliance corrective actions and continuous improvements; supporting EVM tool and automation implementations; and providing actionable recommendations to the EVRC program support and surveillance functions. As a GA-ASI EVRC team member, the candidate must be able to both take direction for assigned tasking and act as a leader and role model for EVM implementation, working in a fast-paced, multi-tasking environment, often driven by CDRL, customer, or other deadlines.
DUTIES AND RESPONSIBILITIES:

Perform specific tasking to support GA-ASI programs with planning, setting up baselines, implementing automated tools, developing cost/schedule/EVM deliverables, and meeting contractual management requirements.
Perform analysis of program management artifacts used for customer and government audit reviews.
Perform independent analysis of program management and performance metrics.
Collect data to identify root cause of problems and evaluate existing processes.
Develop and lead the communication/delivery of business system/process documentation including presentations, work instructions, templates, job aids, and training materials that support program and business management.
Provide EVM tool implementation and support to programs and stakeholders.
Support program Integrated Baseline Reviews (IBRs) and Joint Surveillance Reviews (JSRs).
Perform tasking to support development of Earned Value Management (EVM) training materials; provide training on specific areas of expertise to program and business management stakeholders.
Manage non-technical project completion using an internal customer perspective, typically from initiation through delivery including entire tool or system development, system integration projects, and business system and process development or modification.
Continually assess project performance, identify issues, and develop solutions to meet project goals and objectives. Develops appropriate reports to document performance and convey to leadership.
Analyze, validate, and develop surveys and analysis of best practices for techniques and processes to optimize approaches and achieve more efficient results.
May provide leadership and training to less experienced professional staff.
Maintain the strict confidentiality of sensitive information.
Perform other duties as assigned or required.

Typically requires a bachelor's degree in Business Administration or a related field and three or more years of experience as a Business Program Analyst (e.g., working with computerized management systems to include, but not limited to, product life cycle systems, business processes, project/business management, or project administration). May substitute equivalent experience in lieu of education.
An MBA, Program Management Professional (PMP), and/or Earned Value Management (EVM) credential (e.g., Earned Value Professional (EVP)) is a plus.
Must have a good knowledge of business process/life cycle management principles, theories and concepts and a general understanding of industry practices, techniques, and standards.
Candidate must demonstrate strong analytical and project leadership skills including organizing, scheduling, conducting, and managing work assignments to meet project milestones.
Must be able to contribute to the development of program and business management processes and system, best practice, and continuous improvement for efficiencies and cost savings.
Must be self-driven, customer-focused, and possess:

The following are desirable but not mandatory:
SAP accounting system and material management (e.g., MRP) experience.
Program planning and scheduling experience.
Expertise on the EIA-748 EVM guidelines.
An understanding of industry/government EVM guidance, including the DFARS clauses 252.234-7001/7002, DoD EVMS Interpretation Guide, EVM Implementation Guide, IPMR/IPMDAR DID, and MIL-STD-881 (work breakdown structure).
An ability to interpret/analyze the IPMR Formats 1-7, identify key takeaways, and support program staff accordingly; conduct independent analysis of EVM data and metrics, including DCMA EVMS Compliance Metrics (DECM), followed by recommended actions.
Experience with one or more EVM tools (EVMS for Project and Empower are preferred).
SharePoint experience is desirable to support the Earned Value Resource Center (EVRC) intranet site (including user documentation library) and program artifact sites.
