Examples of Duties
Under direction of the Director of Department of Public Works and Transportation, performs professional Human Resources tasks and manages the DPWT Human Resources Section.
Plans, directs, and supervises the human resources functions and programs for DPWT HR including, but not limited to, Employee Relations, Employment Life Cycle, Regulatory and Policy Compliance, Compensation and Time & Attendance.
Formulates policies and procedures for implementation and administration of programs and functions.
Directs and participates in studies of human resources functions and long-range program planning.
Interprets laws, codes, and regulations applicable to DPWT Human Resources Administration.
Plans, coordinates, and supervises employees within the DPWT Human Resources section.
Assigns, reviews, and evaluates the work of professional and support staff.
Coordinates Human Resources activities with DPWT Director’s Office, Safety and other bureaus, government agencies, employees, and other private and public organizations.
Represents the DPWT Human Resources section in committees, meetings, hearings, or on inter-agency/jurisdictional committees.
Develops and drafts legislation.
Enforces County & DPWT policies and procedures
Examples of Other Duties Presents testimony at hearings, County Council meetings, or other official proceedings. Performs other related duties as required.

Qualifications
Required Qualifications Graduation from an accredited college or university with a bachelor's degree, preferably in human resources administration, business or public administration, education, or psychology plus six years' professional experience in human resources administration.
(Experience in human resources administration may be substituted on a year-for-year basis up to a maximum of four years for the required education. Education beyond a bachelor's degree in human resources administration, business or public administration, education, psychology, or law may be substituted on a year-for-year basis up to a maximum of two years for the required experience.)
Must hold and maintain a current HR Certification through HR professional organizations including but not limited to, Society of Human Resources Management (SHRM), Human Capital Institute (HCI) and The Public Sector HR Association (PSHRA). Proof of Licenses, Certifications and Education Applicants are required to submit proof of Licenses, Certifications and Education beyond high school to meet the required and preferred qualifications of the position. Diplomas or transcripts must show the applicant’s major field of study. Copies and unofficial transcripts are acceptable.

Conditions of Employment
Employees hired after July 1, 2022 are required to participate in the Baltimore County Employees' Retirement System, with very limited exceptions.
Physical and Environmental Conditions The work of this classification is essentially sedentary. Some positions may involve occasional travel between work sites.
