Examples of Duties
Under general supervision, coordinates and oversees the administration of Workday Performance Evaluations, vendor contracts and invoicing, Management Training Partnerships, Student Loan Repayment Program, Employee Mentorship program and class facilitation.
Essential Functions
Initiates and prepares requisitions and delivery orders in Workday for vendor training contracts.
Responsible for processing payments for vendor invoices.
Acts as financial liaison between the division and Budget and Finance.
Conducts training presentations on behalf of the division for new hires, special projects and department requests as assigned.
Collaborates with departments on creating and delivering training classes or programs in alignment with the County’s strategic initiatives.
Lead administrator for the County’s Performance Management process and oversees completions of evaluations in Workday.
Responsible for monthly status reports on performance evaluations and providing updates to managers and senior leaders.
Lead facilitator and administrator for Employee Mentorship Program.
Lead facilitator and administrator for the Leadership for Baltimore County and the Baltimore County Certified Public Manager Programs.
Acts as a training liaison for entire department.
Researches and responds to inquiries, writes and edits correspondence, schedules interviews and meetings, etc.
Assists in interpreting applicable personnel law, rules and regulations, policies and procedures, and memoranda of understanding.
Performs other duties as required.
Participates in other countywide agency projects as needed.
Qualifications
Required Qualifications Graduation from an accredited college or university with a bachelor's degree, preferably in human resources administration, business or public administration, education, or psychology. (Experience in human resources administration may be substituted on a year-for-year basis up to a maximum of four years for the required education.)

Knowledge of human resources laws.
Knowledge of applicable County personnel law, rules, regulations, policies, procedures, and memoranda of understanding.
Knowledge of applicable Federal and State laws, guidelines, and requirements.
Knowledge of the organization and functions of County agencies.
Skills in delivering instructor-led training.
Skills in applying Baltimore County law, rules and regulations, policies and procedures, and memoranda of understanding to performance of duties.
Skills in developing objectives and curriculum to meet organizational goals.
Strong written and oral communication skills.
Strong work ethic with a high degree of energy.

EXAMINATION PROCEDURE Applicants will be qualified based on an evaluation of their training and experience, as stated on their application, which includes answers to the supplemental questions. Employees hired after July 1, 2022 are required to participate in the Baltimore County Employees' Retirement System, with very limited exceptions.
Physical and Environmental Conditions The work of this classification is essentially sedentary. Some positions may involve occasional travel between work sites.
