This position is responsible for performing intermediate professional and administrative work performing the City of Rockville's review of building plans and supporting documents for permit issuance. The work involves determining compliance with the ordinances and codes of the City of Rockville. The position involves senior level review of multi-discipline building related plans and applications. The focus of this position will be on review of commercial and multifamily residential projects. The work requires a proactive approach to interpreting and articulating specialized matters related to technical code compliance review. The incumbent's work is subject to policies and goals of the Department and directly affects individual citizens and businesses in the City of Rockville with meaningful impact.

Essential Job Functions
Performs combination plan review for moderate to complex commercial and multifamily residential projects
Assists other plans examiners with one- and two-family residential projects as needed
Ensures plan reviews are accurate, consistent, timely and within standard guidelines
Coordinates with the Plan Review Supervisor on policy and procedures and helps create a seamless transition from plan review and permit issuance to inspections
Attends Preliminary Design Review and Development Review Meetings with homeowners, designers and developers.
Performs Quality Assurance and Quality Control for technical competency and customer service.
Conducts periodic on-site inspections as needed
Assists in the development and implementation of adopted building codes during each code cycle
Prepares data for presentations to staff and external stakeholders
Creates and maintains external handouts, guide sheets and checklists
Provides technical assistance and direction.
Recommends methods, techniques, policies and procedures to increase efficiency of the building plan review operation.
Handles inquiries from the public, and when necessary, refers questions to other City Departments.
Explains and interprets the building codes and implements it consistently through the building plan review.
Works closely with other City departments to provide a unified and high level of customer service
Provides training for staff, prepares material used in training sessions, and conducts refresher training as necessary.
Compiles information and prepares reports and memoranda.
Keeps abreast of significant trends, technological developments and best practices related to building plan review.
Ensures plan reviews meet target review timeframes and annual performance measures.
Qualifications
Minimum: Three to five (3-5) years of progressively responsible work in building plan review or code compliance inspections, or any equivalent combination of education and experience.
Preferred: Associate's degree or higher from an accredited university or college with preference Architecture, Engineering, Construction Management or Technology major; and five (5) years of progressively responsible work in building plan review or any equivalent combination of education and experience.
Special Qualifications: Pass a thorough background investigation. Possession of the International Code Council (ICC) Residential Plans Examiner and Building Plans Examiner certifications (or the ability to obtain them within 18 months of employment). Possession of an appropriate, valid driver's license.

Knowledge of the ICC Building, Existing Building, Residential, Green, Energy, Mechanical, Plumbing Code, the National Electrical Code, key referenced standards as well as Maryland State Code- including ADA and familiarity with NFPA.
Knowledge of the methods, materials, and techniques involved in building design & construction, repair, and alteration
Knowledge of the office management practices and procedures involved in keeping strict account of registered design professionals and their license status.
Familiarity and experience working with permitting software for updating and verifying Plan review status.
Ability to apply permit fees based on adopted fee schedule
Ability to plan and organize work based on assigned tasks
Ability to establish and maintain firm but effective working relationships with internal and external customers.
Ability to prepare reports, memoranda and other data.
Ability to express thoughts clearly and concisely both orally and in writing.
