Position Information
The Office of the Commissioner of Revenue (CoR) is seeking a Business Systems Analyst III to join our team. This position will provide departmental IT support and assist leadership in analyzing business needs, document requirements, and translate them into system specification that can be implemented to ensure that technology initiatives align with business strategies and enhance performance and productivity.
Our office’s mission is to assess local taxes fully and fairly serving the needs of our community. In effectively doing so, we partner with Arlington’s Department of Technology Services (DTS) Technology Services – Official Website of Arlington County Virginia Government (arlingtonva.us) and utilize back-end technologies, team and customer facing systems, and rely on reporting, analytics, data visualization, and other technical tools and capabilities.
Specific duties include:
Partnering with DTS and others to maintain and enhance CoR’s current hardware, software, etc. To include actively leading and assisting with troubleshooting, testing, prioritization, and resolution of issues;
Developing tactical and strategic business and information systems plans that address business changes and the development, enhancement, and integration of computer systems and technology to meet the needs of business users;
Serving as a project manager involved in directing and coordinating multiple stakeholders through analysis, design, development, and implementation of complex IT initiatives;
Utilizing resources and tools and performing e.g. – database queries, report development and generation, statistical analysis, quantitative analysis, predictive modeling techniques, data visualization, AI, etc. to support the department’s data-driven decision-making goals;
Playing a lead role in evaluating technologies from both an operational and functional perspective and from a technology implementation and support perspective;
Serving as technical/process liaison/resource, giving guidance and direction to inter- and/or intra- agency teams and program/project staff; and
Establishing effective working relationships across organizational boundaries, to include the ability to negotiate critical project factors with customers, peers and managers, and to work cooperatively with DTS, technical staff and end users.
The ideal candidate will have the following:
An Information Technology (IT), data analytics, and IT Project Management background;
Willingness to learn, support, and aid in improving our business processes while working with our partners and leveraging current and new technology;
Ability to be the CoR’s technical representative and advocate within our office and externally with our vendor and partners;
Experience in managing direct reports, as well as managing upward; and
Ability to communicate project status and recommended course corrections to senior management, etc.
Selection Criteria
Minimum:
Bachelor’s degree in Computer Science, Information Systems Management, Mathematics, or a related field; and
Considerable experience in information systems and process redesign, managing and implementing all phases of the systems development life cycle including considerable years of project management experience in a complex information systems environment.
Substitutions: Additional qualifying experience may substitute for the education requirement on a year for year basis.
Desirables: Preference may be given to applicants with one or more of the following:
Experience managing both small and large long and short-term projects, achieving scope, schedule and cost targets. May include management of a small team;
Significant experience in leveraging technology to aid in process redesign, reporting, analytics, and data driven decisions making and improvements;
Ability to use programming languages such as SQL, Visual Basic, C#; workload automation systems such as Active Batch; and databases and ability leverage these skills to perform report writing, data analytics, etc.
Ability to use and configure Microsoft applications, specifically MS365 – OneDrive, Sharepoint, integrated applications, such as MS Planner, etc.; and/or
Certification in or license: Certified Associate in Project Management (CAPM), Project Management Professional (PMP), Data Analytics Certified, Business Analyst Certified, Power BI Certified, Tableau Certified, MS365 Certified, Other.
Special Requirements

Additional Information
Work Hours: Monday through Friday 8:00 a.m. to 5:00 p.m.
Work Type: The Arlington Commissioner of Revenue offers a hybrid work environment and generally permits employees to work in part remotely. The individual in this position should be prepared to initially spend most of their work hours on-site at the Commissioner’s office in Arlington and would be eligible for hybrid work in the future as appropriate.
