Job Abstract

SUMMARY

Provide experimentation and operations support to Experiments Division (ExDiv.), Field Testing Branch (FTB) with regards to Administration & Fiscal support to inform the combat development process.

ESSENTIAL DUTIES & RESPONSIBILITIES

Common Experiments Division Technical and Functional Support tasks include, but are not limited to the following:

• Participate in and report on site surveys and other planning events.
• Serve as observer/controllers, watch officers, data collectors and in other support billets during training and execution of live-force experiments.
• Collect, record, analyze and interpret the events occurring in live-force experiments or simulations to include wargames.
• Participate in the data reduction, analysis and assessment of information taken from experiments.
• Participate in and support the construction, production and delivery of briefs, reports of any type, presentations, and conferences to review experiment findings.
• Plan the development of process, procedures, design, coordination, and execution of User Evaluations (UE), Limited Technical Assessments (LTA), Limited Objective Experiments (LOE), MAGTF Integrated Experiments (MIX), Advanced Naval Training Exercises (ANTX), Advanced Warfighting Experiments (AWE) and other experiments.
• Create DOTMLPF recommendations in writing and edit interim and final reports on UEs, LTAs, LOE's, MIXs, ANTXs, AWE's and letters of instruction for experiment execution.
• Support working groups, operational planning teams and other designated efforts with administration, organization, and facilities.
• Review information papers and other briefs/documents as required to support experiment efforts.
• Coordinate with the Futures Analysis Cell and Experiment Design Cell at MCWL/FD to provide input for the Data Collection and Analysis Plan (DCAP) for specific experiments.
• Provide risk assessments and recommendations during planning and execution of experiments.

Specific Administration & Fiscal support tasks include but are not limited to the following:

• Provide daily personnel status reports to Experiment Division and advise FTB Branch Head and Deputy on changes to personnel status.
• Track fiscal year and annual training requirements for Marines, government, and contract personnel within FTB.
• Assist FTB and assigned experiment support personnel with travel arrangements to include group lodging, foreign travel requirements, country clearances and submission of military travel requests as required.
• Conduct information and data management for FTB to include design and maintenance of the FTB SharePoint collaborative website and information repository.
• Assist project officers with preparation of briefing materials and experiment documentation as required, to include power point presentations, reports, letters of instruction, X-files, memorandums, trip reports etc.
• Assist with the creation of data collection documents and databases.
• Assist project officers with the development and publication of web-based documents.
• Assist with logistics support as needed to include supply re-ordering, facilities maintenance and required support for forward deployed experiment control sites.
• Assist with drafting awards, letters of appreciation, certificates of commendation and other documentation to recognize external support and internal performance.
• Assist with the preparation of funding action requests, monitor their progress and close out upon delivery.
• Review the FTB budget and specific budget line items to ensure progress in accordance with the approved phased spending plan.
• Make recommendations for shifting funding between underperforming lines and those that are exceeding available funds. Coordinate with the Business Financial Management Office as required to ensure accurate fiscal data is available.
• When required deploy with FTB to forward experiment sites to conduct administrative/fiscal support, man experiment control positions and act as an observer/controller.
• Assist with in-processing, travel, billeting, and other support arrangements for experiment force personnel deployed to support MCWL.
• Maintain regular and punctual attendance.

MINIMUM QUALIFICATIONS

• Military education equivalent to experience.
• Must possess working knowledge of the Marine Corps, its missions and structure.
• Demonstrated subject matter expertise with Administrative & Fiscal management.
• Must have an intermediate knowledge of the Microsoft office suite.
• Completion of the Defense Acquisition University (DAU) Fundamentals of Acquisition Managements (ACQ 101 or an equivalent course).
• Must obtain and maintain a valid SECRET security clearance (U.S. citizenship required).
• Must obtain and maintain any necessary security access and/or background checks.

• Excellent oral and written communications skills.
• Must be able to work independently with little or no supervision, be exceedingly well organized, flexible.
• Strong organizational skills and detail oriented
• Ability to multi-task.

• Demonstrates accuracy and thoroughness; monitors own work to ensure quality.

WORK SCHEDULE 

Full-time. May be required to work additional hours as needed to complete assignment or project.

TRAVEL  

The expected travel time is less than 50%.

DRIVING REQUIREMENT

Must have or be able to attain a valid state driver’s license and be insurable on the company’s automobile insurance policy. Driving, with or without accommodation, may be required when traveling for training and/or short occasional amounts of local driving.  The expected driving time is less than 50%. 

WORK ENVIRONMENT

Work is performed in both an office setting and occasionally in an outdoor USMC appropriate field environment. Live-force experiments are conducted in field environments both CONUS and OCONUS, often in conjunction with operating force exercises which shall require travel to other government facilities or other contractor facilities to include weekends.  Experiments will execute in accordance with exercise schedules requiring extended hours of up to 24 hour a day coverage. Tasks may need to be executed aboard military vehicles, ships, and aircraft. Shipboard planning sites may be a requirement, and time underway may be required as necessary. May be exposed to sharp objects, some heat, loud noise, chemicals, and vibration. Use of personal protective equipment is mandatory. Employee will be exposed to a wide variety of people in differing functions, personalities, and abilities.

PHYSICAL DEMANDS

Frequent sitting, using hands/fingers, handling, reaching with hands and arms, talking, hearing, and seeing up close, at a distance, along the periphery, with depth perception and the ability to adjust focus; occasional walking or standing, occasional lifting of up to 30 lbs.
