The Los Angeles Community College District (LACCD) announces an opening for a Dean of Instructional Services at East Los Angeles College (ELAC). The college is seeking a student-centered and innovative leader focused on growing, developing, and aligning the Division of Instructional Services educational and program goals in response to student and community needs, as well as supporting our college’s commitment to educating the more than 55,000 racially and socioeconomically diverse students per year. Established in 1945, ELAC is designated as a Hispanic Serving Institution (HSI) dedicated to providing the highest quality of transfer, non-credit programming, and community programming with the purpose of supporting students in achieving associate degrees, general education, skills certificates, workforce preparation, and/or personal development. POSITION DESCRIPTION
The Dean of Instructional Services works cooperatively with department chairs with respect to program review and planning, curriculum development, scheduling, FTE (Full Time Equivalent) management, hourly rate assignments, hiring and contract compliance. The Dean articulates, implements, and monitors compliance with the Education Code, Title 5, Board Rules, District Administrative Regulations, Personnel Guides, accreditation, and collective bargaining agreements. They also represent Instructional Services on a variety of committees and subcommittees under the College's shared governance structure and serves as a resource to the Vice President of Instructional Services on issues pertaining to the dean's area of responsibility. MINIMUM QUALIFICATIONS
· Master’s degree from an accredited college or university.
· Completion of one year of full-time formal training, internship or leadership experience reasonably related to the administrative assignment.
· Demonstrated sensitivity to and understanding of the diverse academic, socioeconomic, cultural, disability, and ethnic backgrounds of community college faculty, staff, and students.
RESPONSIBILITIES
1. Plans, supervises, directs, facilitates, and provides leadership to assigned division and areas based on the needs of the institution; although the division and areas are subject to change, the areas of supervision expected for this this dean are social sciences, public safety affiliation, administration of justice, fire technology/emergency medical technician, business, curriculum/catalog/schedule, enrollment initiatives and professional development.
2. Implements the philosophy and policies of the college and ensures that the educational programs achieve the College mission, vision, and goals.
3. Leads efforts in assigned areas to reduce racial equity gaps and foster a diverse, equitable and inclusive learning and work environment.
4. Collaboratively and collegially work with faculty, staff, students, and administrators with sensitivity to their diverse backgrounds to problem solve for assigned areas.
5. Oversees the Curriculum Unit, which includes working with the Curriculum Chair and faculty to create and update curriculum, as well as the publication of the college catalog and schedule.
6. Evaluates division chairs and employees for assigned areas
7. Engages and actively participates in the program review process for the assigned areas
8. Participates in various committees, as assigned; co-chairs assigned committees; attends leadership meetings that include Deans, Vice Presidents, and President
9. Represents Instructional Services on a variety of committees and subcommittees under the College's participatory governance structure.
10. Provides leadership in new and emerging technologies in support of teaching and learning.
11. Supports the College's planning efforts; directs, manages, and participates in the preparation and control of the assigned area budgets, including grants or categorical funds.
12. Serves as Saturday administrator; serves as evening administrator, as required.
13. Supervises the personnel functions for the areas in their charge. Responsible for :
a. Supervising and monitoring the selection process for all certificated personnel
b. Monitoring and enforcing the evaluation process
c. Monitoring compliance with the contract and ensuring that the chairs and the Instructional Services Office comply with all elements of the contract
14. Performs other duties as assigned within the scope of the position
DESIRABLE QUALIFICATIONS
1. Sensitivity to and understanding of the diverse academic, socioeconomic, cultural, disability, and ethnic backgrounds of community college students.
2. Experience in working with instructional departments.
3. Demonstrated leadership experience in planning, organizing, and implementing programs.
4. Demonstrated experience in interpreting, articulating, and implementing a variety of regulations, policies, and procedures.
5. Knowledge and experience in curriculum development, scheduling, FTE management, and compliance with regulation and contractual requirements.
6. Sensitivity to changing student populations, ethnic and cultural diversity within those populations and the academic programs necessary to serve those students.
7. Ability to work effectively with faculty, staff, and administrators.
8. Knowledge of the management information needs of an effective instructional program and uses of various computer resources to meet those needs.
9. General knowledge of budget development, implementation, and management.
10. Personal characteristics necessary for working with students, employees, and the public in an administrative capacity, including stability, good judgment, tact, team spirit, and ability to cooperate with co-workers.
11. Ability to communicate effectively both orally and in writing and ability to produce significant reports/documents.
SALARY AND BENEFITS
The LACCD determines placement on the pay scale depending on verified education and employment experience. The current starting annual salary range is from: $166,752 - $195,792, plus a doctoral differential, if applicable. Benefits include paid holidays, medical, dental, and vision care plans, and a $50,000 group life policy.
