Summary
Develops, delivers, and arranges for staff development, supervisory, and technology training for District and campus staff. Identifies ongoing training and continuing education needs and designs programs and materials to meet these needs. Provides assistance to departments seeking in-service.
Distinguishing Career Features
The Training and Development Specialist is considered part of the Human Resources career path facilitating learning and professional development opportunities for all levels of employees. The Specialist also serves as a resource and provides support to distance learning opportunities. The Training and Development Specialist requires a demonstrated ability to design and deliver training in person and with the assistance of multimedia and special programs used to support education in ‘live’ classrooms.
Essential Duties and Responsibilities
Specific duties may vary among departments, divisions and jobs. Incumbents typically perform a substantial portion or all of the following types of duties, as assigned:
1. Conceptualizes and develops learning strategies for professional development and employee recognition processes for college wide employee engagement and employee training activities.
2. Provides subject matter expertise consultation for college wide professional development programming to administration, the professional development committees, special task forces/councils, and departments.
3. Acts as the subject matter expert in the creation and conceptualizing of the professional development annual plan; designs annual learning strategies, develops, makes recommendations and implements employee learning programs; analyzes trends (externally and internally) and needs via employee surveys for the purpose of college wide employee professional development.
4. Collaborates with coordinating professional development committee teams to develop, plan, and implement committee professional development activities.
5. Researches new methodologies and technologies in workplace learning by routinely reading relevant journals, attending meetings, participating in conferences at the national, state and local level which include liaison work, advocating for college resources, and actively participating on boards. Attends relevant courses and presents the research.
6. Serves as a resource, develops course content, and conducts learning/training needs analysis, working with stakeholders to develop training solutions. Recommends design and implementation of changes to training programs, materials, and new technologies to enhance understanding by participants with varying learning styles.
7. Works with administration to develop, implement, and evaluate a professional development plan for the institution including authoring and revising the plan as necessary.
8. Coordinates, monitors, and implements professional development budget considering the costs of planned programs to keep within the budget for institution wide activities. Plans and assesses return on investment for any training or employee engagement program.
9. Works with department managers and other content designers to develop subject matter courses or modules for small group learning and individual professional and skill development.
10. Maintains current knowledge of advances in training and development, adult learning, and instructional technology. 11. Prepares data analysis and year-end reports of learning and employee engagement activities and presents the findings.
12. Participates in developing and modifying of system user guides and manuals. Develops and maintains end-user/participant materials including informational (how-to) presentations, tip sheets, FAQs, online modules, interactive courses, and videos.
13. Provides leadership and advises as an assigned member to flexible calendar coordinating committee and the professional development coordinating committee.
14. Supports training activities by writing and/or maintaining instructional/training materials, helpful tips, and communications to and from vendors.
15. Coordinates logistics for professional development opportunities based on user needs, including, but not limited to, scheduling, promoting, tracking registration, completing necessary paperwork, and approvals.
16. Partners with outside vendors to provide training.
17. Updates and maintains training records in professional development integrated systems.
18. Performs other related duties as assigned that support the objection of the position.
19. Required to abide by all District policies and procedures including Board Policy 3050 – Code of Professional Ethics.
Qualifications and Physical Demands
Knowledge and Skills
1. Requires specialized knowledge of adult learning methods techniques for instructional design.
2. Requires knowledge of the uses of new technologies such as web site development, multimedia tools, courseware authoring tools, and other instructional technology.
3. Requires business math skills sufficient to prepare training budgets and cost estimates.
4. Requires well-developed human relations skills to deliver in-service education to small groups and individuals, enhance learning, and explain technical concepts to non-technical staff.
5. Requires strong interpersonal and relationship management skills; excellent writing and communication skills; strong project management skills.
6. Requires advanced Microsoft Office (Word, Excel, PPT).

Physical Abilities
1. The general physical demands, working conditions, and essential job functions associated with this classification will be kept on file with the Office of Human Resources.

3. Minimum Qualifications: Education, Experience & D.E.I.A.
The position requires a Bachelor’s degree in Education, Organizational Development, Human Resources, Personnel Management, Human Development, Public Administration, Business Administration, Organizational Management or related field and 3-5 years of employee learning, organizational development, human resources or related field. Or, any combination of education and experience which would meet the required equivalent qualifications for the position.
Active membership and/or participation with professional learning networks for example, Professional and Organizational Development (POD) Network in Higher Education or the California Community Council for Staff and Organization Development (4C/SD), or Association for Talent Development (ATD) is desirable.
AND
Demonstrated evidence of responsiveness to and understanding of the racial, ethnic, disability, gender identity, sexual orientation, socioeconomic, academic, and cultural diversity within the community college student population, including students with different ability statuses (e.g., physical and/or learning) as these factors relate to the need for equity-minded practice within the classroom and campus.
Desirable Qualifications:
- Experience as an administrator of a learning management system, such as Cornerstone OnDemand
- Experience developing online training content using a recording software, such as Camtasia
- Experience designing and delivering diversity, equity, inclusion, and accessibility workshops
- Experience designing and delivering technical training course materials and workshops
- Experience delivering workshops in a variety of modalities
- Experience working in a higher education environment
Licenses and Certificates
Requires a valid driver license.
Certified Trainer (Association of Talent Development or equivalent) title is preferred.
Working Conditions
Work is performed indoors where minimal safety considerations exist.

This is a full-time classified staff, 40 hour per week, 12-month per year position. The normal hours of work will be Monday through Friday 8:00 am to 5:00 pm, with the flexibility to occasionally work evening hours and/or weekends, when necessary, to meet the needs of the department. The effective date of employment will be arranged with the supervisor.
