Under the general direction of the Chief Budget Performance Officer, this position will:
• Assist with the compilation and preparation of the annual budget to include assisting departments with entering line-item details into the budget models, reviewing and analyzing department budget requests, conferring with department managers concerning the requests and participating in budget meetings. • Assist with the development and preparation of the five-year Capital Improvement Program (CIP); • Coordinate the Fleet/Equipment budget request process. • Prepare monthly budget status reports on capital projects and utility projects and assists with the coordinate of the monthly meetings with the Public Works Department. • Work with assigned departments providing expert and professional assistance and support. • Review capital projects and utilities operating budgets monthly to analyze trends and review expenditures to ensure compliance with the budget. • Assists with the preparation on the Mid-Year Budget Report including forecasting year-end results. • Assist with the Five-Year forecast for various city funds including, the General Fund, Utility Funds and the Debt Service Fund. • Enter budget transfers and budget amendments into the ERP system. • Create new project codes and new accounts. • Assist in reviewing City Council agenda requests for availability of funds, recommend funding sources if needed. • Assist with the review of department program budgets, performance measure and other continuous improvement initiatives. • Assists with designing work processes, schedules, and workflows in accordance with best practices in internal control and fiscal efficiency. • Assists with City-wide training on the budget processes. • Assist with benchmarking the city against other cities, conducting surveys, and completing city survey information. • Perform other related duties as assigned. • Subject to 24-hour recall
Education, Experience, or Certification
Bachelor’s degree in accounting, finance, or a closely related field from an accredited college or university and a minimum of eight (5) years of accounting professional experience are required.
