Project Delivery Team Lead - Traffic Design Position Overview: This position is in the Traffic Design group as the Team Lead of Project Delivery managing project managers in the delivery of signal projects. The primary role of the Team Lead is to lead the project delivery team in achieving project goals and objectives by managing resources, identify and mitigating risk, and facilitating project solutions.
Essential Duties and Responsibilities:
Manage project managers to develop scopes of work, schedules, and cost estimates for projects.
Facilitate and negotiate consultant procurement and manage internal and external resources to develop the project delivery team, scope, schedule, and budget.
Manage the project delivery team to prepare the final deliverables in the form of engineer reports and/or constructible plan sets and specifications.
Review, QA/QC, sign and seal plans and professional documents within professional expertise on projects as needed to support client requirements.
Ensure deliverables meet the client's preference, Engineer Department's standards, regulatory compliance, and permitting requirements.
Evaluate and perform risk management to achieve project scope, schedule, and budget expectations.
Coordinate and communicate effectively with management, Harris County elected officials and representatives, external agencies, and with the public as necessary.
Assist with recovery efforts following local disasters to ensure Harris County has safe infrastructure following the event.
Perform other duties as assigned.
Ability to adapt when emergency or short turnaround projects arise is needed. Strong communications skills are a minimum requirement. Not all duties are listed above; other duties may be assigned.
During emergency response situations for our community, such as hurricanes or floods, the position may be tasked with additional duties. Not all duties and responsibilities may be included in the above description

Requirements
Education:
Bachelor's degree in engineering or an ABET accredited degree.
Licensure:
Licensed Professional Engineer (PE) or ability to obtain within six (6) months.
Valid driver’s license (Texas upon hire), and ability to drive a county vehicle to various job sites as necessary.
Knowledge, Skills, and Abilities:
Strong written and oral communication skills.
Excellent interpersonal and conflict resolution skills, and the ability to deal tactfully with a diverse group of people in a professional manner in a complex organization.
Ability to read, comprehend, design, sign and seal construction documents and engineering studies.

General Information
Position Type, and Typical Hours of Work:
Full-Time | Regular | 40 hours per week
Monday - Friday
Subject to early mornings, late evenings, weekends and holidays at times, depending upon the project or workload.
Salary:
Commensurate with experience, based on 26 pay periods
Physical Demands and Environmental Exposure:
This position requires bending, stooping and lifting up to 25 lbs., frequent walking, standing, sitting, reaching, and ascending/descending stairs.
