Superior Court of California, County of Los Angeles (Court) is the largest unified trial court in the United States. ABOUT THE POSITION
The Software Development Manager (Information Technology Manager I) manages and directs the activities of an information systems section of professional and specialized technical staff, serves as a technical resource, and works with staff to deliver Court-wide IT services in assigned areas of functional responsibility. Software Development Managers plan, manage, and direct project and section activities, including monitoring budgets, developing schedules, and assigning personnel. Software Development Managers are expected to exercise sound independent judgment in managing the delivery of high-quality, customer-focused products and services efficiently and cost-effectively.
Some of the duties involved in this assignment may include:
- Responsible for managing a team of developers, ensuring they are motivated, productive, and aligned with the organization's goals and setting performance targets, providing feedback, coaching, and ensuring that team members have the necessary resources and support to do their jobs effectively.
- Manages and contributes to the software development of projects by ensuring they are delivered on time, within budget, and to the required quality standards, developing strategic roadmaps, identifying, and managing risks, and working closely with stakeholders and project management to ensure successful project execution from inception through delivery.
- Act as a technical leader and SME for the .NET technology stack, providing guidance and support to developers as required while staying up to date with the latest developments in the .NET and exploring new ways of using development technologies to drive business value and responsible and accountable for creating and maintaining software governance.
- Work with business stakeholders to understand and translate their requirements into the .NET technical specifications and build and maintain relationships with key stakeholders, ensuring they are up to date with project progress and their expectations are managed effectively, communicating complex technical concepts clearly and concisely, and ensuring stakeholders are engaged and informed throughout the project lifecycle.
- Ensure that solutions developed using the .NET are thorough and meet the business requirements and technical specifications by overseeing and contributing to the testing activities.
- Continuously improves the solutions developed using the .NET, ensuring that they remain aligned with the evolving needs of the business by staying up to date with the latest developments in the .NET and exploring new ways of using the technology to drive business value.
- Develops and manages the unit's budget and can proactively plan and forecast the team's future budgetary needs and perform related work as required.

MINIMUM REQUIREMENTS:
To qualify, you must meet one of the following requirements at the time of application:
OPTION I: Two (2) years of experience at the level of Information Technology Supervisor
OPTION II: Graduation from an accredited four-year college or university* with a major in information systems, information technology, or a closely related field –AND- Six (6) years of progressively responsible experience in applications development, including two (2) years of which were in a lead/supervisor role**.
OPTION III: Ten (10) years of progressively responsible experience in applications development, including two (2) years of which should be in a lead/supervisor role**.
**Lead/Supervisors have formal authority to provide policy/procedural guidance, work direction, and training to coworkers to resolve issues in a specific area of expertise.
Note: Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.
DESIRABLE QUALIFICATIONS:
The ideal candidate will possess the following desirable qualifications:
- Ten or more years of experience implementing highly scalable enterprise-level .NET applications with 1000+ users.
- Excellent communication skills to convey design, ideas, and recommendations to technical and non-technical stakeholders.
- Experience in Continuous Integration/Continuous Development (CI/CD).
- Strong background in leading the development of UI/UX-based component architectures, pluggable frameworks, and extensible platforms.
