Description
Under the general direction of Director of Service Planning, the Transit Planner performs a variety of duties supporting North County Transit District's planning efforts including service planning, capital improvement planning, Federal Transit Administration (FTA) reporting, data gathering, data analysis, geographic information systems (GIS) data manipulation, and written and oral communication with a variety of stakeholders, including governing bodies and customers.
The position plays a key role in the Service Planning Department, which is responsible for service planning and scheduling for all bus, commuter rail, hybrid rail, and microtransit modes; ridership tracking and reporting; information analytics and design; long-term transit service development and planning; business process improvements and design; community outreach and public hearing management; project development reviews; grant support and planning of passenger amenities.
Distinguishing Characteristics This position is distinguished by its responsibility to gather, analyze, and communicate data, prepare required documentation, and assist with normal day-to-day planning functions, including analyzing data, surveying, field work, GIS mapping, and other tasks to support the continued successful operation of NCTD services.
Supervision Received and Exercised The Transit Planner reports to the Director of Service Planning and does not exercise any supervisory authority. This position is expected to participate in the sharing of expert knowledge and as a vital member of various project teams that may be instituted.
Working Conditions Normal working conditions for this position are in both an office and field setting. Business travel may be required periodically between District sites, governmental agencies, consultants' facilities, and other locations as required.
Examples of Duties
Essential Functions Duties may include, but are not limited to, the following:
Designs data analysis plans, gathers data, and manipulates ridership, on-time performance, and other performance-related data using Excel, Hopthru, Remix, Swiftly, PowerBI, or other data analysis tools.
Using GIS and/or Remix, illustrates data/analysis findings, performs service analyses, including route and route segment analysis, and performs database management including diagnosing and correcting problems within GIS shapefiles integrated into the automatic vehicle location system.
Conducts field studies, writes reports, interviews passengers and other stakeholders, and distills information into recommendations and communications with stakeholders.
Remains current on transit industry standards and best practices.
Prepares maps, fact sheets, and other media including PowerPoint presentations.
Monitors data from the Automatic Vehicle Location (AVL) system via Swiftly and examines data for anomalies to ensure data quality.
Coordinates schedules with intermodal partners including MTS, Metrolink, OCTA, RTA, Amtrak, and Greyhound.
Makes presentations to various internal and external groups communicating NCTD initiatives and plans.
Assists in the development of NCTD routes, schedules, amenities, and facility plans.
Works independently and in coloration with the Service Planning team and the Planning and Communications Division to develop new service concepts and enhancements.
Performs other related duties as assigned.
Qualifications
Qualifications Experience/Education
Bachelor's degree in urban planning, transportation, or related field required.
Minimum two (2) years prior relevant experience required.
A combination of experience/skills and education to fulfill the requisite knowledge, skills, and abilities for this position may be considered.
Certificates/Licenses
Possession of and the ability to maintain a California driver's license, Class C, with less than six (6) points in the preceding 36-month period and no DUIs in the prior seven (7) years.
Maintain compliance with the District's policies regarding Conflict of Interest and Ethics.
General Requirements
General knowledge of U.S. transit industry issues and challenges with some understanding of FTA, state, and local regulations regarding transit.
Ability to read, analyze, and interpret maps, schedules, plans, spreadsheets, and related documents.
Ability to transition theoretical questions into data queries, design studies to gather data, and manipulate data in Excel and/or PowerBI.
Ability to create and maintain good working relationships through excellent communication and teambuilding skills; ability to engage successfully with both internal and external contacts and the public.
Familiarity with transit scheduling methods including scheduling software (working knowledge of Hastus scheduling highly desirable).
Strong analytical and critical thinking skills; ability to gather, organize, analyze and present data to appropriate sources; ability to interpret and apply local, state, and federal rules and regulations accurately and effectively.
Exceptional communication skills, both verbal and written, including the ability to prepare and deliver clear and concise reports.
Ability to manage and maintain simultaneous, transitional, and emerging priorities.
Demonstrated proficiency in computer software programs including the Microsoft Office Suite.
