POSITION
The City of Baltimore, Department of Human Resources is seeking a Chief for the Office of Recruitment. Candidate hired for the role will be responsible for overseeing the day-to-day operations of the Office of Recruitment and management of the complete recruitment cycle and process.
What you will do:
- Candidate will develop and implement effective hiring strategies that align with the City of Baltimore’s vision and goals.
- Develop and execute strategic hiring plans for vacant positions.
- Develop strategies for recruitment of talent, conducting market research analyses, building talent pipelines, and driving a strong brand for recruiting and relationship management.
- Use innovative sourcing strategies to identify and attract the top passive and active candidates for open positions, while building a pipeline of candidates for future roles.
- Cultivate and maintain a network of potential candidates for vacancies in various leadership roles throughout the City of Baltimore.
- Collaborate with agency partners to develop a strategic plan on best practices for hiring executive, technical, specialized, and hard-to-fill positions.
- Partner with agencies to determine specific hiring needs and position descriptions, ideal candidate profile, urgency to fill, culture, and organizational structure of the agency.
- Determine methods for identifying ideal candidate profile based on responsibilities, knowledge, skills and abilities required for the position.
- Conduct market research on wage and salary expectations.
- Recommend and drives process improvements to impact talent acquisition and engagement.
- Recommend and implement changes in procedures to improve efficiency and effectiveness of office operations.
- Works closely with DHR fiscal office in planning quarterly recruitment activities.
- Plan, coordinate, and attend career fairs, representing the City of Baltimore and to attract qualified candidates.
KNOWLEDGE, SKILLS, AND ABILITIES:
- Knowledge of general HR functions, employee relations, wage/salary administration, learning & professional development, recruitment and retention, and workforce planning.
- Knowledge of administrative procedures and techniques.
- Knowledge of office and clerical practices and procedures.
- Ability to maintain records and write reports.
- Ability to establish and maintain effective working relationships with the public and peers.
- Supervisory ability.
MINIMUMUM QUALIFICATIONS:
Education and Training: Have a Bachelor’s degree (or equivalent) from an accredited college or university in Human Resources Management, Business Administration, Organizational Development, or a comparable field.
Work Related Experience: Have a minimum of ten (10) years of progressively responsible experience in recruitment and talent acquisition and knowledge of human resources, including supervisory responsibilities. Preference given to candidates who have HR experience in a Baltimore City agency.
