SALARY: $83,165.00 - $132,947.00 ANNUALLY
EDUCATION ACCREDITATION: Applicant’s education must be obtained from an accredited institution. Education credentials obtained out of the US must be evaluated for US equivalency. Evaluation agencies information may be obtained at www.naces.org.
ELIGIBILITY: Qualified candidates will be considered for vacancies as they arise, for a period of at least six months. The decision of the Director of Human Resources with respect to acceptable minimum qualifications is final.
CRIMINAL BACKGROUND CHECK: Eligible candidates under final consideration for appointment to this position identified as positions of trust will be required to authorize the release of and successfully complete a Fingerprint check.
PROBATION: All persons, including current City employees, selected from this position will be on probation for 6 months.

SELECTION PROCESS

MINIMUM QUALIFICATIONS
On or before the date of filing the application, each candidate must:
EDUCATION: Have a master's degree in urban or regional planning, sustainability or environmental studies, public administration, public health, emergency planning, transportation or a closely related field from an accredited college or university.
AND
EXPERIENCE: Have five (5) years of experience in performing urban, regional, transportation, environmental, sustainability, or emergency planning work.
OR
EQUIVALENCIES: Have a bachelor's degree from an accredited college or university
AND
Have seven (7) years of experience in performing urban, regional, transportation, environmental, sustainability, or emergency planning work.
LICENSES, REGISTRATIONS, AND CERTIFICATIONS:
Some positions in this class may require a Maryland Class C driver’s license.
REQUIRED KNOWLEDGES, SKILLS AND ABILITIES
- Knowledge of the principles and techniques of urban or emergency planning.
- Knowledge of research principles and methodology related to urban or emergency planning.
- Knowledge of the principles of political science, economics, sociology and the other social sciences.
- Skill in preparing detailed urban or emergency plans and designs.
- Ability to prepare comprehensive reports.
- Ability to work effectively with others.
- Ability to effectively communicate orally and in writing.
- Supervisory ability.
- Administrative ability.
