Minimum Qualifications
A High School Diploma or GED is required. A Bachelor's Degree in Business/Public Relations or closely related field from a four-year accredited college or university is required. Two years of full time paid expeience in government or private industry office administration is required. Specific Departmental Duties The Department of Community Development is seeking a Community Development Specialist who will serve as a member of the Division of Housing Development. This team implements grant and loan programs that subsidize gaps in real estate development projects. The Community Development Specialist is an entry-level position working under day-to-day supervision of a manager or higher-level position, where the Community Development Specialist has been assigned by the Director of Community Development.
The Community Development Specialist will reside in a major OU for the Department and be assigned to multiple tasks and projects. Principal duties and responsibilities of the position will include one or more of the following tasks:
Processing Real Estate Gap Financing applications;
Performing project underwriting and making recommendations on whether or not to award projects based on program guidelines
Providing technical assistance to ensure program participation from small and minority developers
Design review and planning for single-family and multi-family residential projects
Evaluation of Homebuyer finances and other income documentation
Responding to questions, calls and emails from the public and program partners;
Developing and documenting procedures, program communications and documents, and correspondence;
Various analyses as requested by directors, managers, and supervisors;
Planning and coordinating community events;
Developing and delivering presentations;
Examining projects for environmental hazards, noise control, endangered species and historic preservation issues
Conducting site visits, researching property history, planning for property improvements, acquisitions, and dispositions; Researching, accumulating and generating data needed for reporting purposes; and
Other duties as assigned and required for program implementation
CD Preferred Qualifications
Practical experience in planning, geography, historic preservation, urban studies or environmental studies.
Experience interpreting and applying Federal, State and Local government regulatory requirements
Experience with Affordable Housing and Low-Income Housing Tax Credits
Detail oriented, with strong analytical skills
Ability to be proactive when evaluating federal, state, and local regulation
Demonstrated ability to communicate professionally in an oral and written manner.
Proficiency in Microsoft Word, Microsoft Excel, Microsoft PowerPoint, and Internet.
Proof of education and employment references will be required before interview. Employment predicated upon successful completion of criminal record check and drug testing. New hire will be considered a probationary employee for the first 180 days of employment.
