The Manager of Animal Control Services plans, directs, organizes, coordinates, and evaluates animal control activities including the enforcement of laws related to animal protection and the sheltering of animals. Develops and implements animal control programs and enforcement policies and assists with the coordination of Division activities with other City departments and outside agencies. Responsibilities include both the direct and indirect supervision of animal control personnel. Duties may include, but are not limited to, the following: Assists in the formulation and implementation of the Division's vision, mission and strategic plan. Identifies resource needs. Develops animal control policies and procedures required to meet the mission and vision of the Division. May serve as Shelter Operations Manager in his/her absence. Establishes, implements, and reviews goals and objectives for operational staff. Supervises, trains, and evaluates assigned personnel. Provides advice and assistance to staff. Ensures adequate coverage of operations. Receives and responds to citizen and elected official complaints and inquiries. Oversees and coordinates criminal investigations related to animal control and animal welfare issues. Researches and analyzes legislation related to animal protection and the sheltering of animals. Recommends the adoption and amendment of city ordinances, resolutions, regulations and state statutes, evaluates related impact to Division operations, and implements changes to policy, procedure and practice. Oversees and coordinates enforcement activities related to animal control and animal welfare issues. Maintains effective relations with and acts as liaison between the Division and other City departments and outside agencies. Represents the Division at City Council meetings, community organizations, and related committees as needed. Directs the fiscal, personnel, budget and other administrative functions of the Division. Leads the development of changes in organization, staffing, work processing, and management information systems to increase efficiency and reduce administrative costs. Provides periodic reports as requested. Manages and directs the humane euthanasia of animals when needed. Performs other job related duties as required.
Minimum Qualifications
An Associate's degree or 60 semester units (or its equivalent) from an accredited college or university with major course work in animal science, business administration, public administration, veterinary science, administration of justice, or related field. The equivalent of four years of paid full-time senior management experience including supervising, training, and reviewing the work of subordinate managers and staff, preferably at a humane society or an animal control facility, as well as two years experience (paid OR unpaid) with the operations of an animal care, enforcement, or control operation. (Substitution: A Bachelor's Degree from an accredited college or university with major course work in animal science, business administration, public administration, veterinary science, administration of justice or related field may substitute for two years of the required management experience.) A valid State of Ohio Driver's License is required. Must pass a background investigation. This work is performed primarily in a standard office setting, but could include exposure to various types of weather and unsanitary conditions: work around excrement, animal fur, dander, as well as disorganized and/or substandard houses; emotionally distressed and confrontational people and aggressive animals; and chemicals used to perform euthanasia. Must be able to occasionally lift, carry, restrain, and capture animals between 60-70 pounds as well as walk, run, stand, or climb on slippery even or uneven and paved or unpaved surfaces as well as bend, squat, and crawl in small, low and/or confined areas. The following are PREFERRED: Euthanasia certification; Experience managing controversial problems and/or dealing effectively with the media; Demonstrated skills and abilities in working effectively with public and private officials, community and advisory groups, and private citizens; and experience managing an active volunteer program.
