Provides records of financial matters that relate to the operations of this division which includes the operation of the cash register, collection, safekeeping and disbursement of all incoming monies, maintenance of petty cash fund, preparation of daily deposits and reconciliation of financial records, cash register tapes and monies collected, in excess of $10,000 each month.
Responsible for the inventory and ordering of most supplies, reviews and arranges payment of invoices for all expenses, supplies, equipment and services required each month.
Maintain personnel records, records of the Animal Matters Hearing Board, legal matters. Records and prepares statistics and descriptive narrative for all reports, including those concerning finances, impounded animals, complaints, affidavits, licenses, overtime and leave balances, etc.
Prepares monthly and annual reports for the Animal Matters Hearing Board and those regarding the issuance of payment of citations.
Represent Howard County as the custodian of records for Animal Control in District Court.
Position requires extensive contact with others, including the general public, the Office of Law, the Animal Matters Hearing Board and officials from other organizations, and departments. This contact includes explaining functions and procedures, explaining animal related laws and the affidavit procedure, the licensing function, animal related inquiries, etc., with tact, diplomacy, discretion, subtlety and good judgment.
Responsibility for interpreting, explaining and enforcing policy, methods and procedures which includes receiving, analyzing and relaying information, processing the same, evaluating policies and laws and preparing and issuing documents pertaining to the same.
Schedule and assists in the preparation of agendas of job interviews for hiring of perspective employees; conferences and meetings of boards, committees and other groups; notifies participants of such meetings; attend meetings as recording secretary for a committee or other group as assigned to take notes and/or provide information; prepares minutes.
Train, plan, assign and review the work of lower level clerical employees as assigned.
Gather information from various sources for superior's use; prepares reports, answers routine letters; composes letters for superior's review and signature.
Evaluate efficiency of office operations; revise existing and/or devise new procedure to increase office efficiency.
Educates citizens regarding their legal responsibility for their pets, of proper care, training, spay/neuter, wildlife and other related topics.
Prepares warnings, citations, compliance notices and other related forms of correspondence.
Performs dispatch, filing and other duties assigned, required and/or necessary for daily operations and future expansion.
Deactivates and activates voice mail; retrieves messages, answers and returns calls, receives and processes applications, assigns home visits and/or interviews, writes up vet transports, finalizes adoptions. Intake animals, redemption of animals to their owners, sells dog and cat licenses; takes lost and found reports, checks for matches, photograph and create descriptions for the animals to be placed on website.
Required work schedules include day, evening, night, weekend, holiday and mandatory overtime, often without advance notice.
SUPERVISORY RESPONSIBILITIES:
This job has no supervisory responsibilities.
High School Diploma or GED and three (3) years experience or equivalent combination education and experience.
PREFERRED EDUCATION, KNOWLEDGE, SKILLS, AND ABILITIES:
Must possess education/experience which provides the necessary knowledge, skills and abilities required to provide secretarial services to the Administrator. Proficiency with WordPerfect, Microsoft Excel, Winframe, Access and office equipment such as fax machines, calculators, computers, copiers, printers, etc. Ability to effectively communicate both orally and in writing. Ability to establish and maintain effective working relationships with others. Knowledge of animal health, behavior and training. Law enforcement, especially pertaining to animals. Prior professional experience in animal control/welfare preferred. Ability to be multi-task oriented is extremely important. Possession of a valid driver’s license.
