NOTE: PART-TIME/ON CALL ROLE! HOURS WILL VARY WEEK TO WEEK. 500 HOURS ESTIMATED PER YEAR.
Position Objective: The Information Technology (IT) Consultant will provide a wide range of services that are intended to help the Federal Monitor that is overseeing the New York City Housing Authority (NYCHA) understand their IT strategies and operations.
Duties and Responsibilities:
- IT Strategy: Assessing the current IT landscape and developing a helping the Monitor understand that the strategy aligns with the overall business objectives and supports the requirements of the HUD Agreement.
- Evaluate Digital Transformation Activities: Evaluate NYCHAs initiatives to modernize IT infrastructure, applications, and processes to enhance digital capabilities.
- IT Governance: Review NYCHA policies, procedures, and standards to ensure effective IT governance, cyber security and compliance with regulatory requirements.
- Project Management: Observe major IT projects, and report on their status (i.e. timely delivery, within budget, and meet the desired outcomes).
- Vendor Management: Evaluate relationships with IT vendors and service providers, including contract negotiations and performance monitoring.
- Performance Metrics and Reporting: Developing and monitoring key performance indicators (KPIs) to track the effectiveness of IT operations and initiatives.
- Budgeting and Cost Management: Assess NYCHAs effectiveness in creating and managing the IT budget, identifying cost-saving opportunities, and ensuring financial efficiency in IT spending.
- Risk Management: Identify for the the Federal Monitor IT-related risks that could impact business operations.
- Talent Development: Advise the Federal Monitor on NYCHAs effectiveness in recruitment, training, and development of IT staff to build a capable and motivated IT team.
Basic Qualifications:
- Masters Degree with 15-20 years experience OR
Bachelor with 20+ years experience
- US Citizen or Permanent Resident
Minimum Qualifications:
- Ability to communicate effectively, orally and in writing, with non-technical and technical staff
- Detail-oriented and possess strong organizational skills with the ability to prioritize multiple tasks and projects
