VTA is seeking a Light Rail Way, Power, And Signal Superintendent, you will play a pivotal role in overseeing the operation, maintenance, and improvement of all aspects related to the light rail system's infrastructure, including tracks, power supply, and signaling systems. You will ensure the safety, reliability, and efficiency of the light rail network, contributing to the smooth operation of public transportation services.
Definition
Under direction of the Operations Manager (Rail Operations), the Light Rail Way, Power, and Signal Superintendent manages wayside, power, signal, track, and passenger facilities maintenance and repair activities for the Valley Transportation Authority's (VTA) light rail system.
Distinguishing Characteristics
The Light Rail Way, Power, and Signal Superintendent has overall responsibility for the units performing maintenance of the signals, tracks, power, wayside, passenger facilities and related systems. This class supervises the signal, track, power, and passenger facilities maintenance supervisors and coordinates activities with other Superintendents, materials control, security, other support services, public utilities, and other jurisdictions.
This class is distinguished from the higher class of Operations Manager (Rail Operations), in that the latter is responsible for all light rail operations and maintenance activities.
About the Division
Way, Power & Signal Maintenance is responsible for timely and reliable maintenance, preventive maintenance, inspections, repair and servicing of the light rail right-of-way, rail system power, tracks, signals, station facilities and related equipment. Components of the Way, Power & Signal unit are:
Station & Wayside Maintenance: Station & Wayside Maintenance maintains and repairs (including graffiti removal) light rail stations, terminal buildings, restrooms, park & ride lots, landscaping, fences, guardrails, and other trackside areas.
Track Maintenance: Track Maintenance maintains (including right-of-way weed eradication, vegetation control, and graffiti removal), performs preventive maintenance, inspects, services and repairs rail, switches, ties, roadbed, and track systems.
Power Maintenance: Power Maintenance maintains (including trackside right-of-way tree trimming), performs preventive maintenance, inspects, repairs, and services light rail electric power systems, including overhead, substations, lighting, and other electrical systems.
Signal Maintenance: Signal Maintenance maintains, performs preventive maintenance, inspects, repairs, and services signal systems, crossing gates, fare machines, SCADA (Supervisory Control and Data Acquisition) controls, and station audio/video equipment.
Passenger Facilities Maintenance: Passenger Facilities Maintenance maintains, performs preventive maintenance, inspects, repairs, and services all VTA-maintained passenger facilities, including bus stops. Services include: bench installation, painting and repair, core drilling for poles at new bus stops, garbage collection, trash receptacle installation and relocation, graffiti abatement, litter removal, pressure washing, red curb painting, signage inspection, route updates, and sweeping services. Knowledge of:
- Principles and practices of organization, administration, supervision, budgeting, and management;
- Industrial safety, general safety rules and regulations as applied to electrified rail systems, and methods for safely and legally handling hazardous materials;
- Standard spreadsheet, database, and project management software programs;
- The typical provisions found in public transit labor agreements;
- Basic theory, operation and repair of welded rail switches, high voltage distribution and substations, signal circuits, light rail vehicles and rerailing equipment;
- Principles of quality assurance including preventive maintenance;
- Applicable Public Utility Commission rules and regulations.
Ability to:- Plan, organize, implement, and direct light rail way, power, and signal functions;
- Supervise, train, and evaluate staff;
- Interpret and apply laws, rules, regulations, and labor contract provisions; and discipline effectively and consistently within VTA policies;
- Effectively utilize all available resources;
- Communicate effectively, both orally and in writing;
- Analyze and evaluate operating problems and recommend and implement effective solutions;
- Promote and maintain good community relations;
- Compile and produce reports and budgets using computer software;
- Establish cooperative relationships with those contacted in the course of work
Health: VTA participates in a CalPERS-sponsored medical plan with VTA contribution to employee and dependent premium health insurance premiums. Employees pay a monthly contribution of any amount in excess of the Kaiser Bay Area Family rate.
