This professional position performs technical work in the analysis, maintenance, and daily operation of the Geographic Information System (GIS) for the Division of Water and Sewer Utilities, primarily using the ESRI GIS product suite, AutoCAD based software and Asset Management Software, as well as other modern IT programs. This work requires a close working relationship with the Division of Interagency Information and GIS Analysts regarding spatial data and system applications. May give direction to consultants and internal staff. Supervision is received from the Water and Sewer Development Administrator, Engineering and Planning.

ESSENTIAL DUTIES AND JOB RESPONSIBILITIES
Meet GIS and geodatabase requirements for the County's water and sewer datasets
Develop, implement, maintain, and troubleshoot custom or standard GIS solutions
Manage consultant scopes, deliverables, schedules and budgets related to updating GIS data and managing GIS databases; perform quality control to validate data for accuracy and completeness
Create and maintain map services using ESRI ArcMap and ArcGIS for Server/Enterprise. Manage and administer geodatabase.
Manage, edit, analyze, and manipulate GIS layers and databases using ArcGIS (ESRI) geoprocessing tools and extensions, including but not limited to:
Water and Sewer Infrastructure datasets
Pressure Zones
Easements
Manage the water and sewer dataset integration with the Cartegraph Enterprise Asset Management Software
Research historical as-built records and related information for water and sewer infrastructure mapping and maintain source records in OnBase document management system
Prepare metadata, procedural instructions and other documentation
Provide information for requests from the Office of the County Executive, Maryland Department of the Environment, other county divisions, and the public
Prepare exhibits, maps and other cartographic products for presentations and reports
Make presentations and discuss GIS projects. Compose and prepare professional correspondence
Collaborate with Engineers, Project Managers, GIS staff, Water and Sewer Operations staff, other county staff, and outside consultants on projects
Create models using ESRI's Model Builder
Foundation of Python geo-scripting procedures
Maintain principal knowledge of one of the follow coding languages: HTML, XML, CSS, JavaScript, or related application coding languages
Build and maintain web mapping applications with the use of ArcGIS Online, Workflows, and Forms application production tools
Develop, maintain, and administer applications and content for ArcGIS Online
Develop, implement, integrate, maintain and support system conversion and migration
Work with system users to define new requirements by analyzing systems and business procedures
Test and evaluate new software, technology, and processes
Perform other related duties as required

QUALIFICATIONS AND REQUIREMENTS

Bachelor's degree in Geography or a related field (e.g. Cartography, Geology, Earth & Environmental Science, Planning, Civil Engineering, Computer Science)
Minimum 3 years related GIS work experience
Possession of a valid automobile operator's license
NOTE: additional years of related work experience may reduce the education requirement.
KNOWLEDGE / SKILLS / ABILITIES:
Ability to maintain County Authorized Driver privileges
Principle knowledge of HTML/XML/CSS/JavaScript/.NET/Python or related application and workflow development techniques
Principle knowledge of geodatabase data structures with relational database management systems
Ability to design, program, and maintain ESRI GIS product suite customizations, including but not limited to, ArcMap, ArcCatalog, ArcSDE, ArcGIS Server/Enterprise, and ArcGIS Online
Manage and work effectively on multiple projects from assessment to design and through implementation, successfully administering multiple project assignments
Ability to read and interpret civil engineering drawings, shop drawings, submittals and related technical literature
Considerable knowledge of surveying computations for property surveys, including the ability to accurately interpret and plot boundaries from deed information
Ability to effectively organize work and work schedules, determine and establish priorities, and complete assigned duties with minimal supervision
Ability to develop and maintain effective working relationships with co-workers, contractors, consultants, government agencies, system users, and the public
Understand and incorporate GIS best practices and concepts
Strong and effective written and spoken (English) communication skills
PREFERENCE MAY BE GIVEN FOR:
ArcSDE work experience
Web mapping application design and implementation work experience
FAA UAS License
