JOB SUMMARY:
The Manager of Child and Adult Food Program is responsible for the day-to-day operations of all food insecurity programs under the Department of Housing and Human Services (HHS), Community Action Agency division. With direct oversight of various staff, the manager coordinates all administrative tasks, program scheduling, staff and volunteer training, and related event planning. Reporting to the Assistant Director of Community Action Agency, the manager participates in the strategic planning activities for continuous improvement of program delivery and positive engagement with community partners, volunteers and donors.
Essential Duties and Responsibilities
Supervises the delivery of all client services and the day-to-day and overall function and operation of specific program areas including nightly dinners at the Community Table, delivery of the multi-county Child and Adult Care Food Program, multiple Frederick Food Banks, the school-aged Backpack Program, and Summer Food Service Program.
Provides the link between childcare providers, monetary and in kind donors, and vendors to the organization.
Implements strategies to ensure program compliance with regulatory bodies including conducting program audits, on-site reviews, and ongoing monitoring activities.
Assists with the development and implementation of group and individual education sessions.
Oversees the procurement, inventory, and routine maintenance of necessary supplies and equipment.
Monitors program and grant performance and prepares necessary reports including semi-annual Program Performance Review Reports.
Participates in the recruitment, orientation, training, and performance review of HHS employees.
Participates in payroll processing procedures by reviewing timesheets and leave requests.
Provides direct supervision to various HHS staff including outreach workers, case manager(s), program assistant, culinary specialist and AmeriCorp member(s).
Develops, administers, and tracks professional development opportunities for direct reports.
Works collaboratively with departmental marketing and communications staff to promote volunteer and donor opportunities, train and orient volunteers, and promote volunteer appreciation activities.
Works collaboratively with community partners and other HHS supervisors.
Participates in administrative functions including completing grant and financial reports, tracking demographics of persons receiving services, processing incident reports, preparing and checking menus for all programs, and overseeing data entry tasks of team members.
Represents HHS at inter-agency and community meetings as assigned.
Performs other duties as assigned.

REQUIRED EDUCATION AND/OR EXPERIENCE:
Associate’s degree or equivalent in human services, social sciences or a related field.
Three (3) years of management or supervisory experience; additional years of higher education may be substituted for years of management or supervisory experience.
REQUIRED CERTIFICATES AND/OR LICENSES:
Vehicle Operator’s license with satisfactory driving record that meets insurability standards of the City’s insurance carrier is required. The employee must maintain the license for the duration of their employment.
Knowledge of basic nutrition and aptitude for learning related industry standards and regulations.
Commitment to professional ethics and standards.
Ability to read and interpret documents using the English Language.
Strong interpersonal communication skills and an ability to provide services to persons who are low-income and/or homeless.
Good written and oral communication skills.
Ability to safely drive cargo and passenger vans.
Ability to use Microsoft Office Suite.
OTHER DESIRABLES:
Bachelor’s degree in relevant field or discipline.
Ability to communicate using the Spanish Language.
Ability to communicate using American Sign Language.
