PAYROLL ACCOUNT CLERK
BASIC FUNCTION:
Under supervision, perform payroll support duties relating to District payroll records and reports, perform difficult clerical accounting duties involved in keeping and reviewing financial and statistical records; and perform related duties as required.
ESSENTIAL DUTIES AND RESPONSIBILITIES:

Assist Payroll Technician and Senior Technician in processing District Payroll using computerized Payroll systems;

Knowledge of Education Code, Union Contracts and Labor Code;
-
Compile and tabulate timecards; input District payroll;
-
Compiles payroll information for the purpose of providing required documentation and/or processing information;
-
Inform staff and/or new hires regarding procedural requirements (i.e. W4, DE4, direct deposit, Retirement election forms, and other payroll changes) for the purpose of processing payroll;

Track attendance records of all District personnel and make adjustments as required;
-
Post all personnel leave: Sick, Personal Necessity, Bereavement, Military, vacation, paid and unpaid, FMLA, PDL, CFRA, voluntary sick leave donations, and corresponding documentation;

Complete verifications of employments and disability insurance forms;

Verify District unemployment claims for the State of California and Orange County Dept of Education;

Enter employee voluntary deductions in the Payroll system

Maintain and track garnishments, sick leave transfers to and from other districts; and other financial or payroll reports as required;

Provide District administration and District site designees with employee leave and payroll information;
-
Provides customer service (i.e. payroll inquiries; making changes to employee information; clarifying procedures) for the purpose of ensuring effective communication;

Participates in department meetings, trainings, and workshops for the purpose of conveying and/or gathering information required to perform job functions;

Responsible for financial recordkeeping operations in one or more of the more complex elements of the District’s accounting systems; including Accounts Payable and Accounts Receivables

Arrange, post, and balance financial data;
-
Compile, check, and tabulate budgetary estimates and allotments;
-
Establish and maintain subsidiary ledgers;
-
Audit invoices in accordance with established procedures;
-
Write warrants and maintain warrant register;
-
Maintain control accounts;
-
Prepare financial and statistical reports and statements;
-
Engage in correspondence, both oral and written, with staff members and outside parties;
-
Operate timesharing terminal and enter accounting information into the computerized accounting records;
-
Operate typewriter and other business machines; and
-
Other duties as assigned.
KNOWLEDGE OF:

Methods, practices, and terminology used in payroll recordkeeping and computerized payroll systems;

Learn and apply laws, regulations and procedures to compliance with all federal, state, county laws and ordinances;

Learn and apply District policy, Education Code, Labor Code and the language of union contracts;
-
Operate accounting, tabulating, calculating, duplicating and on-line computerized terminal;
-
Office practices utilized in the creation of correspondence.

MINIMUM QUALIFICATIONS:

Graduation from high school, including or supplemented by a course in bookkeeping; and

Two year of experience in financial recordkeeping work with experience in computerized payroll data entry systems preferred.

PHYSICAL ABILITIES:
Dexterity of hands and fingers to operate a computer terminal and standard office equipment; reaching overhead, above shoulders and horizontally to retrieve files, moderate lifting and occasional carrying up to 25 pounds; bending at the waist; hearing and speaking to exchange information; seeing to read and verify output documents; pushing or pulling; frequent and repetitive standing and sitting motions; sitting and standing for extended periods of time; twisting and turning when performing primarily office duties; reaching may be performed on a frequent to continuous basis for limited periods of time. Specific vision abilities required by this job include close vision. Satisfactory hand-eye coordination necessary in performing clerical duties.
