Job Abstract

The Assistant Water Utility Engineer classification perform sub-professional routine and complex engineering assignments and are responsible for independent engineering analysis and recommendations. Incumbents assist in carrying out assigned water system capital improvement designs, construction, and maintenance projects, designs for new and upgraded water services for new developments and customers, and performs related moderately difficult sub-professional engineering work.

Receives supervision from the Senior Water System Engineer, Water System Engineer, and Associate Water Utility Engineer. Exercises no supervision.

ASSOCAITE WATER UTILITY ENGINEER

The Associate Water Utility Engineer is a professional level classification assigned to the department of Water Operations. Incumbents of this class perform journey level routine and complex professional civil engineering assignments and are responsible for independent engineering analysis and recommendations. Incumbents are responsible for carrying out assigned water system capital improvement designs, construction, and maintenance projects, and designs for new and upgraded water services for new developments and customers. Incumbents may supervise the work of assigned professionals, consultants, and technical staff, including lower level staff performing inspections of water facilities.

Receives supervision from the Senior Water System Engineer and Water System Engineer. Exercises no supervision.

The Water System Engineer is a professional level classification assigned to the department of Water Operations. Incumbents plan, coordinate and implement Water Division capital improvement projects and planned water operations activities.

Supervision Exercised

Receives supervision from the Assistant General Manager – Water Operations and the Senior Water System Engineer; lead oversight is exercised over subordinate water engineering staff such as the Utility Water Associate Engineer and the Utility Water Assistant Engineer. Exercises no supervision.

• Designs and prepares plans, specifications, and cost estimates for water projects, including new developments, and capital improvement projects; reviews and updates engineering standard drawings, specifications, design criteria and technical reports; prepares project related documents; researches project design requirements and obtains necessary permits; performs complex calculations and makes estimates of time and material costs.
• Performs inspections of construction projects to verify conformance with plans and specifications.
• Investigates field conditions affecting property owners, contractors, and maintenance operations and makes recommendations; assists in technical studies and prepares reports and recommendation related to water utility civil engineering projects, such as new developments, capital improvements, and other specialized studies.
• Participates in the plan check, review, and processing of plans for proposed residential, commercial, and industrial developments by checking site plans and tentative and final subdivision maps for compliance with appropriate regulations and ensures that they meet all City-imposed requirements; prepares conditions of approval and will serve letters.
• Assists developers, contractors, consultants, customers, and other City departments and staff at the public counter and communicates and corresponds in writing by email and telephone; responds to records requests; calculates fees and issues water work orders.
• Reviews legal descriptions and maps for annexations and easements; prepares and maintains a variety of maps related to the water system; revises design plans to reflect as-built status.
• Assists in directing the work of engineering interns who are in training; leads the work of same as required.
• Performs related duties as required.

• Prepares preliminary and final designs, reports, plans, cost estimates, schedules and specifications for water projects, including new developments, capital improvement projects, and Supervisory Control and Data Acquisition (SCADA) and computer control systems.
• Reviews and updates engineering standard drawings, specifications, design criteria and technical reports; prepares project related documents.
• Performs contract administration of projects including the technical review and approval of project plans, designs, and construction; assists in evaluating project proposals and recommending award of contracts.
• Performs inspections of construction projects; makes field inspections of existing structures to determine adequacy and estimate stabilizing requirements; meets with contractors to resolve items of non-com­pliance.
• Utility Board staff reports; and provides recommendations related to civil engineering projects, such as capital improvement projects, and other specialized studies.
• Reviews and approves proposed residential, commercial, and industrial developments by checking site plans and tentative and final subdivision maps for compliance with appropriate regulations; prepares conditions of approval.
• Performs project engineer tasks on various capital improvement, maintenance, and development projects and/or planning studies.

• Establishes project scope of work including schedules and cost estimates; coordinates and conducts project meetings and presentations; responds to requests for information.
• Reviews proposed change orders; requests necessary permits; ensures compliance with regulatory requirements; discusses status of projects and solutions with supervisors.
• Provides technical support in answering design questions for walk-in customers, phone calls, emails, and other City departments and staff.
• Performs related duties as required.

QUALIFICATION GUIDELINES:

ASSISTANT WATER UTILITY ENGINEER

Education and/or Experience:

• Education: Bachelor’s degree with major work in civil engineering or closely related field.
• Experience: Two (2) years of progressively responsible professional experience in civil engineering or a closely related field.

Licenses or Certification

• Possession of and ability to maintain a valid Class C California Driver’s License and a satisfactory driving record.
• Possession of an Engineer-In Training Certificate issued in the State of California is desired.

Education and/or Experience:

• Education: Graduation from an accredited college or university with a bachelor's degree in civil engineering.
• Experience: Two (2) years of progressively responsible professional experience in civil and/or water engineering, consulting, and/or construction.

Licenses or Certification

• Possession of and ability to maintain a valid Class C California Driver’s License and a satisfactory driving record.
• Possession of an Engineer-In-Training Certificate issued in the State of California is desired.
