This position will be fully remote and can be hired anywhere in the continental U.S.
We are seeking a highly motivated and detail-oriented individual to join the Optiv + ClearShark Services team as a Proposal Writer and Operations Manager. This role is instrumental in assisting with the development of winning proposals for federal services contracts and providing operational support throughout pre-sales and post-sales Services contracts. The ideal candidate will have excellent writing skills, a strong understanding of federal procurement processes, and the ability to thrive in a fast-paced environment.

Proposal Writing: Draft compelling and compliant proposal content with capabilities and approach, including executive summaries, technical narratives, resumes, and past performance references.
Proposal Coordination: Collaborate with cross-functional teams to gather information, review proposal requirements, and ensure timely submission of proposals.
Proposal Compliance: Work with the Contract and Capture Management and Legal teams to ensure proposals adhere to all solicitation requirements, including formatting, content, and submission instructions.
Document Management: Maintain organized proposal files with version control to track changes and updates throughout the proposal development process.
Client Communications: Assist with client communications and interactions, including responding to inquiries and providing updates on proposal status and contract performance.
Operations Support: Provide operational support for federal services contracts during pre-sales and post-sales activities and provide input to the creation of a new go-to-market processes enabling the Services organization to grow.
Administrative Tasks: Administrative tasks related to operations, such as scheduling meetings, preparing presentations, and maintaining project documentation ensuring timelines and SLAs are met.
Standardized Reporting: Build internal reporting packages related to contract compliance, performance tracking, and enterprise reporting.
Contractor Administration: Assist with administrative tasks related to contracting operations, such as onboarding contractors, performance evaluations, off-boarding, contract-to-hire, and more.
Resource Management: Allocate resources effectively to support proposal development and contract execution activities.
What we're looking for
Bachelor's degree in English, Communications, Business Administration, or a related field.
Minimum of 2 years of experience in technical Federal proposal writing, preferably in the federal contracting environment or for a professional services organization.
Strong writing and editing skills, with the ability to distill complex technical information into clear and concise prose.
Knowledge of federal procurement regulations and processes, including FAR and DFARS is preferred.
Ability to work collaboratively in a team environment, with excellent communication and interpersonal skills.
Detail-oriented with strong organizational and time management skills to manage multiple deadlines and priorities.
Proficiency in Microsoft Office suite, particularly Word, Excel, and PowerPoint.
Experience with proposal development tools and software (e.g., Adobe InDesign, SharePoint) preferred.
Familiarity with project management principles and tools is a plus.
