Job Abstract

AECOM is looking for an experienced Controlling Energy Marshall for our mission critical program in Arlington, VA. Energy Isolation Management is a significant part of data center construction and commissioning efforts. To ensure focus and compliance for all aspects and types of energy isolation a Controlling Energy Marshal is required for each campus or project.
This critical role implements learnings, provides consistency, and drives rigor into energy isolation and electrical safety programs. The Controlling Energy Marshal is an owner's  representative who oversees and assures the Authorizing Energy Marshal (GC) and supplemental vendor support comply with the overall Energy Isolation Program Management on a datacenter construction campus.

The Controlling Energy Marshal is an assurance role that helps ensure the vendors’ and contractors’ Energy Isolation Program meets or exceeds any client safety policy requirements and is stood up by the Authorizing Energy Marshal.

This person will be responsible for but not limited to the following:

Responsibilities

• Utilize SPS-101 Energy Isolation SPS and Guidebook as the baseline and foundation of the Energy Isolation Program that is implemented throughout the campus and project. Establish and manage an Energy Isolation assurance process, approval process, and Energy Isolation Permit process.
• Utilize SPS-102 Electrical Safety SPS and Guidebook as the baseline and foundation of the Electrical Safety Program that is implemented throughout the campus and project.
• Work with owner and GC Safety Representatives to ensure all aspects of electrical safety on site are within the bounds of all client/NFPA/OSHA regulations
• Ensures SoWs, MOPs, and Scripts are reviewed, and all sources of energy are identified.
• Helps determine if a group or individual LOTO will be required. Establishes, with the Authorizing Energy Marshal, a centralized LOTO with all site entities.
• Establish process to verify qualifications, training, and PPE of personnel performing the work.
• Delegates qualified alternates during multi-shift and peak energization time frames.
• Liaising with Operations if energy isolation activities may impact operating DC operations.
• Acts as a SME in all Energy Isolation incident investigations in area of responsibility.
• Serves as an independent authority for stopping all unsafe work practices.
• Oversight of critical electrical switching/commissioning milestones.
• Attends daily and weekly High Risk Activity (HRA) / Job Hazard Analysis (JHA) Meetings and provides procedure preparation support associated with Energy Isolation
• Input / Review on MEP Change Order / Management Process and Quality and Scope Controls
• Review and Approval of Equipment Commissioning Scripts
• Attend weekly safety, MEP and OFCI Vendor meetings
• Review/Audit adherence to safety and training program
• Support PSA in Incident Response and Escalation Support
• Support successful turn over to Operations
