Nature of Work
Under general supervision, promotes community awareness and offers technical assistance for the Local Management Board programs through marketing, events and community outreach. An employee in this class develops, coordinates and promotes children, youth and family programs which integrate program needs with organizations and their employees; develops public/private partnerships; develops strategies to address the changing Federal and State fiscal partnerships; prepares and implements grants; and oversees, in a leadership capacity, the daily activities of the Local Management Board. Contacts with others are extensive, critical, important, and include businesses, various County and State Officials, the general public and the press to promote awareness of various services, programs and opportunities. This staff person will also provide permanent staff support to the Local Care Team to ensure youth with intensive needs receive comprehensive support services. This staff person will ensure a coordinated system for case referral to the Team to include tracking referrals and services, maintaining a comprehensive resource database, collecting and reporting data and ensuring follow up services. The Coordinator will be responsible for facilitating a coordinated approach to services and ensure parent involvement in Local Care Team meetings. This position is supervised by the Office of Children, Youth, and Families Project Manager of Housing and Community Services.
Examples of Duties

Consults with program administrators in order to determine need areas.
Assists in evaluating existing children, youth and family programs and researches the feasibility of developing new programs/services. Gain knowledge of resources available; share knowledge with various agencies on a system-wide level and individual family or child level; research other systems throughout the state and country; research availability of flexible funds for families.
Administers Local Management Board Grants including selecting, monitoring, and evaluating service providers, reviewing submitted invoices, processing payments, and monthly, quarterly and annual reporting
Coordinates Local Management Board and Local Care Team including scheduling and directing meetings, providing constant communication with members.
Prepares written reports and maintains program records including but not limited to grant administration such as quarterly reports based on the Results Based Accountability Model and budget preparation for the Local Management Board.
Recruits members from the community via lecture or civic, business and education groups to promote children, youth and family activities.
Conducts workshops, surveys, focus groups, tours and trainings.
Provides technical assistance and resources for schools, stakeholder agencies, churches or community organizations developing a youth programming.
Coordinates special projects promoting community involvement.
Provides information and referral to the public as required.
Assists with the development and implementation of grants.
Works with partner agencies and staff to carry out goals established for the Local Management Board.
Writes news articles and brochures to promote public awareness of children, youth and family programs.
Responsible for County-wide needs assessment for children, youth and families every three years.
Responsible for Harford County's implementation of strategies to meet the Governor's strategic goals for children, youth and families.
Convenes and leads meetings of community stakeholders to address community needs and work toward a seamless system of care for children, youth and families.
Coordinates annual county wide recognition events.
Responsibilities for Local Care Team include coordinating referrals from child serving agencies; coordinate representation from agencies (required and those needed for specific issues); track referrals in required software systems; follow-up with families and agencies to ensure the action plan has been established; Conduct surveys of families, immediately after LCT and at intervals required by program funders.

Minimum Qualification Requirements
KNOWLEDGE, SKILLS, AND ABILITIES: Comprehensive knowledge of community providers of youth and children's services including DSS, HCPS, Governor's Office on Children, the Health Department, other government agencies and private providers. Experience in program and grant management, grant writing, nonprofit administration, Board administration, public relations, and event planning. Excellent verbal and written communication skills required. Ability to prepare grant and fiscal reports; to develop annual work plans including deliverable goals and outcomes; to deal effectively with staff members, volunteers, service providers and community groups; and to manage multiple projects. Proficient in Microsoft Office Suite to include: Outlook, Word, Excel, and PowerPoint. Ability to plan, organize and coordinate groups; Ability to resolve issues with tact and professionalism. Good marketing and customer service skills. Ability to bend, stoop, kneel, sit or stand, depending upon work assignment; to drive a County vehicle while carrying out some assignments.
EDUCATION: Bachelor's degree (Master's degree preferred) in social work, business, psychology, public administration, communications, public relations, education, or related field.
EXPERIENCE: Two (2) years' experience in coordinating a group within a civic, fraternal, professional, public health, recreational, religious, social service, or similar organization; program management, and grant writing.
LICENSE: Possession of a valid Class "C" non-commercial driver's license with no more than three (3) points. Please be advised this position requires a valid driver's license.
