DESCRIPTION

The City of Covina is currently accepting applications for Administrative Intern in the Community Development Department (Building and Safety Division).

Part time positions have a typical work schedule of no more than 20 hours per week. There is no guarantee of hours per week. Applicants must be available to work between the hours of 7:00 am to 6:00 pm, Monday to Thursday.

DEFINITION:
This position, under immediate supervision performs entry level professional analytical work and research; writes reports; assists in daily and ongoing activities; assist with permitting process; assist plan checks with routing construction documents and tracking plan check progress; does other related work as required. Assignments may include areas of confidentiality.

The Administrative Intern in Community Development will assist the Building and Safety division. This position will have contact with customers and must have the ability to communicate clearly and concisely orally and in writing.

DISTINGUISHING CHARACTERISTICS:
This position is an internship opportunity for students to learn on-the-job skills in preparation for a career in the Building and Safety field.

SUPERVISION RECEIVED/EXERCISED:
Receives immediate supervision from higher level professional and management staff.

ESSENTIAL FUNCTIONS

(include but are not limited to the following)

Performs clerical support to an assigned area, including typing filing, copying, and faxing
Performs research and conducts surveys; completes special projects
Performs analysis and review of administrative systems and procedures
Gathers and interprets data
Writes reports; develops and recommends policy plans and procedures
Appraises the efficiency of various operating systems
Performs cost studies
Performs public relations tasks
Answers the telephone and provides information within the area of assignment
Directs the public to the appropriate department; responds to public inquiries in a courteous manner
Prepare a variety of documents and forms, including general correspondence, reports, agenda packets, and memorandum; under direction, reviews correspondence and complaints from citizens and provides information in response to such requests; provides proper documents and resource references as required
Schedules meetings and appointments; maintains a calendar
Assists other employees and members of the public
Establishes positive working relationships with representatives of community organizations, state/ local agencies, City management and staff, and the public
Performs other duties as assigned

PHYSICAL, MENTAL AND ENVIRONMENTAL WORKING CONDITIONS:

Physical

Position requires prolonged sitting, standing, walking, kneeling, squatting, and stooping in the performance of daily activities. The position also requires repetitive hand movement and fine coordination in preparing reports using a computer keyboard. Additionally, the position requires both near and far vision in reading written reports and work-related documents. Acute hearing is required when providing phone and personal service. The need to lift, drag and push files, paper and documents weighing up to 25 pounds is also required.

Mental

Operations require almost continuous attention. Incumbents are required to use written and oral communication skills, read and interpret data, information and documents; analyze and solve problems; use math and mathematical reasoning; observe and interpret situations; learn and apply new information or new skills; perform detailed work on multiple, concurrent tasks; work under deadlines with constant interruptions; and interact with City management, staff, the public and others encountered in the course of work.

Environmental

Work is performed in a standard office setting. Environment is generally indoors and clean, with limited exposure to dust, fumes, odors or noise.

MINIMUM QUALIFICATIONS

MINIMUM QUALIFICATIONS:

Education and/or Experience:
Current enrollment in, or graduate of an accredited college or university in a master’s or bachelor's degree program in Construction Management or a closely related field.

Upper division standing, course work in geography, landscape design, environmental design, architecture, engineering, GIS, construction management, building inspection or closely related field; knowledge of computers, word processing, spreadsheets, data base, GIS, MUNIS or other permitting system software, and desktop publishing software; knowledge of municipal government.

Licenses/Certificates:
Possession of, or ability to obtain, a valid Class C California driver's license.

KNOWLEDGE/ABILITIES/SKILLS:

Working knowledge of modern principles, methods, and problems in public administration; knowledge of legislative analysis, budgeting, policy and report preparation; basic principles of mathematics; methods and techniques of scheduling work assignments; modern office equipment, including a computer and applicable software; ability to prepare and present accurate and concise written and oral reports; ability to analyze major and minor administrative problems, and to consider alternative actions and recommend effective procedures for improvement; ability to communicate effectively both orally and in writing using proper English, spelling and grammar; ability to establish and maintain good working relationships with the public and other employees; occupational hazards and standard safety practices.

Ability to:

Quickly learn the assignments and tasks being given; work independently and as part of a team; demonstrate initiative and adaptability; make sound decisions within established guidelines; analyze a complex issue, and develop and implement an appropriate response; follow written and oral directions; organize, prioritize and follow-up on work assignments; observe safety principles and work in a safe manner; communicate clearly and concisely, both orally and in writing; establish and maintain effective working relationships.

Skill to:

Operate office equipment, including a computer and a variety of word processing and software applications, including, graphic and presentation programs.
