The Environmental, Health, and Safety Manager specializes in all aspects of environmental compliance at the fossil fueled power plant and oversees implementation and management of environmental regulatory and permit requirements as well as compliance documentation obligations. Provides industrial safety support for a fossil fueled power plant. Facilitates implementation of CAMS safety program by establishing and maintaining accountability for industrial health and safety performance and program administration. Provides oversight and maintenance of Environmental, Health and Safety programs to ensure compliance with Federal, State, Municipal and local laws and regulations and Corporate Policies. This includes all required Safety and Environmental training, site Safety visits and self-assessments.
Essential Duties and Responsibilities
Performs oversight and compliance for the implementation of all necessary federal and state environmental permit requirements, including development and preparation of reports to Federal and State, Municipal and local regulatory agencies and implementing procedures, guidance and aids to facilitate compliance.
Provides technical guidance and administrative support to ensure compliance with Federal and State, Municipal and local regulations that pertain to employee and contractor health and safety. Develop and maintain safety and health programs in compliance with federal, state, municipal and local regulations.
Develop, implement and complete improvement plans to support initiatives to reach top performance in safety and environmental fields.
Participate in accident/incident investigations, EH&S quarterly audits, regulatory inspections, and other components of the Environmental, Health and Safety System. Conduct incident investigations.
Develop, prepare and maintain records of reports to Federal, State and local regulatory agencies.
Must be able to work varying hours to support station evolutions.
Coordinates air quality testing as required (e.g., 5-year stack testing, annual RATA) with station, contractor, and regulatory agencies (CTDEEP and EPA).
Experience with Method 9 (or 22) opacity readings.
Oversee stormwater and wastewater sampling program.
Coordinate annual respiratory fit & hearing testing.
Manage contractors and vendors related to regulatory compliance.
Conduct or manage the training of all personnel in EHS responsibilities.
This position will require approximately 10% travel
BS in Engineering, Environmental Science or Occupational Safety and Health or related field, or equivalent experience, as indicated by grade level below.
5 years of relevant EH&S experience.
Knowledge of OSHA and applicable state environmental regulations. Knowledge of applicable state, municipal and local environmental, safety and fire protection requirements.
Proficiency in the use of a personal computer and related software (Microsoft Word, Excel and PowerPoint).
Must possess a valid US drivers license with a safe and satisfactory driver history.
A comprehensive understanding of Connecticut and Federal environmental regulations and policies relevant to the operations of a power plant.
Demonstrated ability to collaborate with and organize teams.
Program development and training experience.
Excellent verbal and written communication and computer skills. Good public speaking and presentation skills; ability to influence without authority.
Desired Qualifications and Competencies
Experience with Continuous Emissions Monitoring Systems (CEMS ) and ESC StackvisionData
Experience with Maritime Security (MARSEC), TWIC and marine terminal operations
Oversight of CTDEEP NPDES wastewater and discharge monitoring
Training in Environmental Compliance or management; CHMM or environmental/engineering professional certification (EIT or PE)
Certified Safety Professional (CSP)
Previous work experience in a power plant setting
Certification from the Board of Certified Safety Professionals or American Board of Industrial Hygiene
Experience with web-based document management information software such as SharePoint
