The Position
Under the direction of senior management, this journey-level classification exercises considerable independent judgment in the inspection of a wide variety of complex electric and water construction projects and improvements.
Essential functions of the job include, but are not limited to, the following: Ensures Department services are provided with exceptional customer service and the highest level of ethical standards.
Conducts routine and complex inspections of private and public utility construction projects, including capital improvement program projects to ensure that the projects are built according to approved plans and specifications; clearly and accurately documenting the construction process.
Provides recommendations to resolve construction problems related to water facility improvements and makes sound field decisions and interpretations of complex problems.
Confirms any decisions that will result in design changes or change orders with engineering staff as appropriate.
Issues correction notices or stop work notices for non-compliance with the contract plans and specifications.
Prepares field records including inspection reports, as-built drawings, sketches, photographs, drafting documents, and narrative notes.
Checks to determine if barricades, lights, and flag-person are properly utilized at construction sites.
Checks if the temporary traffic control at a work site is in accordance with the Work Area Traffic Control Handbook (WATCH) or the approved worksite traffic control plan. Notifies contractors when traffic control is deficient and requests corrections be made.
Coordinates inspections with other City departments and private utilities.
Determines quantity of work performed for contractor's payment and reviews contract change order requests for merit and accuracy.
Assist with the "engineering counter" when needed to provide customer/developer planning support.
Inspects the construction of water system facilities, both potable and recycled, including pipeline installations and abandonments, pipeline re-lining projects, valve and hydrant installations, domestic and fire service installations, pump replacements, tanks recoating projects, and other water facility construction work.
Plans and coordinates shutdowns with the operations staff in advance of the work. Assists with customer notifications regarding outages.
Coordinates sampling with the Water Quality Section.
Reviews contract and material submittals for compliance with the contract specifications.
Reviews and monitors contractor's disinfection, pressure testing and discharge procedures to ensure compliance with all applicable local, State and Federal regulations.
Reads water infrastructure maps to locate laterals, water lines, fire hydrants and other water facilities and to prepare shutdown plans to isolate portions of the water system.
Perform field inspections on welds and test on structural concrete.
Inspects painting, electrical and plumbing installations.
Inspects substructures for electrical conduit installation, power distribution transformer, enclosures and metering devices.
Prepares field sketches and maintains a current set of as-built drawings reflecting all changes to the plans; maintains documentation for changes to plans.
Drives on City business.
Assumes responsibility for ensuring the duties of the position are performed in a safe and efficient manner.
Performs other related duties as assigned or as the situation requires.
Minimum Requirements
Experience Three years of specialized water utility construction/inspection experience.
Education/Training Graduation from high school or attainment of GED or CHSPE certificate.
License(s)/Certification(s) Valid California Class C driver's license.
Water Distribution Certification (D2).
Desirable Qualifications Experience with monitoring installation of mechanical and electrical equipment. Experience with monitoring environmental compliance. Familiarity with American Water Works Association (AWWA) Standards.
Knowledge, Skills & Abilities Knowledge of: Applicable safety rules, practices and procedures. Federal, State and local laws, codes and regulations related to construction. Glendale Water and Power historical plans and files for troubleshooting conditions encountered in the field.
Skill in: Communication and interpersonal skills as applied to interaction with co-workers, supervisors, contractors, and the general public to effectively exchange or convey information. Making independent judgments and decisions based on standard policy and applicable guidelines. Preparing reports, documents and other related correspondence. Prioritizing work and managing multiple priorities simultaneously. Using computers and related software applications.
Ability to: Provide exceptional customer service to those using the Glendale Water and Power Department. Climb into and out of trenches, construction excavations and utility vaults and climb ladders on facilities greater than 40 feet in height. Communicate effectively in English, orally and in writing. Deal calmly, politely and effectively with the general public, contractors and construction site personnel. Develop and maintain documentation, records and reports. Develop necessary skills from on-the-job training and meet the standards of performance for the classification by the end of the probationary period. Establish and maintain effective working relationships and resolve interpersonal conflict. Fairly and consistently apply standards, ordinances and other requirements when evaluating construction project compliance. Foster a teamwork environment. Frequently bend and stoop to view construction work. Frequently lift at least 25 pounds or greater. Inspect a wide variety of construction projects to ensure compliance with plans, specifications, permits and work orders. Model and practice the highest standards of ethical conduct. Operate a standard size pick-up truck and enter and exit the truck frequently. Read and interpret plans and specifications. Utilize computer software, such as Microsoft Word or Excel, to prepare clear, concise and accurate written inspection reports and documents.
Other Characteristics Willingness to: Assume responsibility for maintaining a safe work environment. Stand or walk for long periods. Work the necessary hours and times to accomplish goals, objectives, and required tasks.
Promotional Eligibility
Any City of Glendale employee who meets the minimum qualifications for this position, has completed probation or six months of City employment, and is occupying a permanent full-time classification on file in the Human Resources Department. Hourly City employees may be considered, provided that they furnish proof of continuous employment immediately preceding the final filing date, which would equal a minimum of six months of full-time service or 1040 part-time hours. (Civil Service Rule VIII 4-E).
