The Prince George’s County Department of Public Works and Transportation (DPW&T) is currently seeking qualified applicants to fill a Chief, Storm Drain Maintenance Operations, grade G31, in the Office of Storm Drain Maintenance.
ABOUT THE POSITION:
This is a professional management level and administrative public forward facing position whereby the incumbent serves as Chief, Storm Drain Maintenance Operations. In this capacity, the incumbent will be responsible for providing primary management and supervisory assistance to the Associate Director of the Office of Storm Drain Maintenance (OSDM) with particular focus on daily office field operations. This position is also responsible for the development of plans and programs necessary to implement special operations and provides technical expertise and direction to the Division inspectors and Chief, Crew Supervisor regarding Storm Drain construction and maintenance. The ideal candidate must be able to operate with discretion, good judgement and have knowledge of federal, state, and local laws, codes and procedures governing water quality, including NPDES MS4 Permitting, stormwater management and pollution prevention control techniques.

What You'll Do:
Assists the Associate Director in establishing Departmental and OSDM goals and objectives, policies, procedures, and methodology ensuring alignment and compliance with County policies and administrative procedures.
Provides oversight of the day?to?day operational activities of the Storm Drain Maintenance Field Crews, and Chief Inspector of Storm Drain Maintenance ?Jet Vac program, consisting of approximately 60 employees.
Provides recommendations and assist in the preparation, review, and presentation of the operational and construction budget for OSDM. Administers and manages OSDM contract activities for various operational contracts.
Oversees all aspects of contractor performance for the Program. Recommend and implement solutions to any and all issues and matters resulting from the evaluation.
Assists to and coordinates programs with other offices and agencies.
Supervises the activities of the OSDM to attain established goals and benchmarks to meet the County’s MS4 Permit requirements and operational needs. Develops and manages plans and programs necessary to implement special operations.
Provides technical expertise and direction to the Division inspectors and Chief Crew Supervisor regarding Storm Drain construction and maintenance.
Monitors OSDM work output to ensure high levels of productivity and a quality product; initiates corrective action, when necessary, by issuing direction; and provides productivity and other status reports.
Reviews relevant legislation and codes, specifications, and public work standards.
Establishes and maintains liaison with representatives of other governmental agencies and coordinates with members of the County Council to assist in the resolution of problems of mutual concern and develop a Departmental course of action.
Provides technical and operational guidance in the areas of maintenance of public works infrastructure.
Provides oversight in planning, directing, supervising, and coordinating departmental operations and activities of Storm Drain Maintenance crews and contractors to ensure work is completed on time and in an efficient order.
Serve on Proposal Analysis Groups and other committees as required by the Associate Director.
Manages the County's compliance property management and maintenance responsibilities under the National Pollutant Discharge Elimination System (NPDES).
Performs duties and tasks that may not be specifically listed but are included in the classification level typically associated with this class of work in order to meet department needs using departmental guidelines.
Participate as a essential employee in the Department's Snow and Ice Program and other emergencies or special activities as assigned.
Qualifications
What You Need:
Masters degree in Public or Business Administration or related field
Two (2) years of progressively responsible experience in governmental activities.
An equivalent combination of relevant education, training and experience will be considered.

Preferred Qualifications:
6 ? 9 years of extensive experience in state or local government operations and administration.
Extensive knowledge of principles and methods of public works management and administration.
Experience organizing, supervising and evaluating the work of diverse staff in a manner conducive to full performance and high morale.
Experience establishing and maintaining effective working relationships with associates, subordinates, representatives of other agencies, County officials, and the general public.
Demonstrable ability to communicate effectively both orally and in writing and be particularly skilled in speaking before diverse groups.
Demonstrable ability to exercise initiative and independent judgment in a variety of work situations.

CONDITIONS OF EMPLOYMENT: Upon selection, the candidates must:
Possess and maintain a valid driver's license.
Be willing to participate as an "essential" employee in the Department's Snow and Ice Control Program and other emergency operations as assigned.
Must pass a pre?employment drug/alcohol screening.
