The Southern California Association of Governments (SCAG) is seeking a Planning Supervisor to lead and oversee the Integrated Planning Business Unit within the Integrated Planning & Programming Department. The Planning Supervisor will oversee key activities such as the Aviation Program, System Preservation, and Regional Transportation Plan (RTP) Coordination/Technical Support and will expand to include Performance-Based Planning and Programming Improvement, Transportation System Management and Operations, Congestion Management Process, and Intelligent Transportation Systems Planning. Responsibilities include enhancing performance-based planning and project selection, developing work plans for transportation system management, coordinating the development of Connect SoCal 2024 amendments, and ensuring compliance with federal and state requirements. The Planning Supervisor will also supervise and mentor staff and oversee daily operations of the business unit.
The Integrated Planning & Programming department is dedicated to ensuring SCAG complies with our obligations as the metropolitan planning organization (MPO) for the region. This includes complying with FTIP programming requirements and MPO selection of federally funded projects. Additionally, the department supports and coordinates transportation planning activities for Connect SoCal (Regional Transportation Plan/Sustainable Communities Strategy) updates, prepares and coordinates transportation revenue and cost estimates, develops and coordinates funding strategies, and leads congestion pricing studies and pilot initiatives. In this role you can expect to
Lead the development of regional transportation planning programs through extensive stakeholder coordination, including comprehensive work plans for Transportation System Management and Operations, integration with System Management and Preservation, Congestion Management Process, Intelligent Transportation Systems Planning, and amendments to Connect SoCal 2024.
Support business unit staff in a range of regional transportation planning programs, including RTP financial planning, user fee and pricing research and implementation, airport ground access planning, and SB 743 mitigation efforts.
Oversee and mentor staff by conducting performance evaluations, offering personalized coaching, and fostering opportunities for professional growth.
Collaborate with the department manager in preparing multi-year staffing plans and budgets and in recruiting, retaining, supervising, and evaluating staff.
Collaborate with department manager and staff across the Planning Division to enhance performance-based planning, programming, and project selection practices.
Perform other duties as assigned.
What you'll bring to this role
A typical way to obtain the required qualifications would be with 7 years of experience in urban planning and design, project management, planning regulations, or related field and a bachelor’s degree in a relevant field.
Any combination of training, education, and experience that would provide the required knowledge, skills, and abilities may also be considered.
We’ll be a great match if you also have:
Experience with transportation programs at the federal, state, and local levels, including advancing performance-based planning, programming, and project selection processes.
Experience with transportation analysis tools and transportation funding sources.
Experience developing and implementing comprehensive work plans and strategies for integrating various aspects of transportation and system management with broader planning goals, including equity.
Experience in leading and supervising planning units, providing guidance, mentoring staff, and overseeing day-to-day operations and strategic initiatives.
The ability to ensure compliance with federal and state regulations, manage public feedback and maintain consistency across planning documents and processes.
Excellent program management, collaboration, interpersonal skills, and the ability to manage both high-priority projects and large-scale consultant contracts and grant programs.
