The Maryland Department of Transportation is seeking dynamic and innovative candidates for the position of Modal IT Liaison (IT Staff Specialist) within the Office of Transportation Technology Services (OTTS). As Modal IT Liaison, the selected candidates act as the key contact between The Secretary’s Office (TSO) and Modal Administrations, facilitating seamless information exchange, project coordination, and actionable plans to achieve MDOT’s IT strategic goals. This position will ensure exceptional customer service by collaborating closely with Modal and TSO IT teams to efficiently resolve issues and address requests. Understanding the unique requirements and workflows of modal administrations, this position will advocate effectively on their behalf within TSO, championing best practices that align with MDOT's strategic objectives. Additionally, this role Involves unifying IT standards to promote consistency and streamline operations within the broader MDOT framework.
This position reports to the Director of IT Governance/ Portfolio within OTTS.
Duties include but are not limited to:
- Coordinate with Modal Administrations to define objectives during initial assessment and planning phases for consolidation.
- Act as the primary liaison between Modal Administrations and The Secretary's Office to streamline telecommunications, data center infrastructure, and IT governance.
- Collect, analyze, and assess information to support data-driven decisions on IT initiatives and projects.
- Garner stakeholder support for technology adoption initiatives and integrate innovative solutions.
- Establish consistent technical expectations and IT standards across Modal Administrations.
- Collaborate with technical teams to design integration architecture and oversee consolidation execution.
- Implement support systems, gather feedback, and optimize system performance post-implementation.
- Maintain comprehensive documentation of consolidation processes, technical designs, and user guides.
- Stay informed about legal and regulatory landscapes, offering valuable insights to ensure compliance standards are met for both Modal Administration and TSO personnel.

Qualifications
MINIMUM QUALIFICATIONS:
Education: A bachelor's degree from an accredited college or university in Computer Information Technology, Management Information Systems, Computer Science, or other information technology related field to include course work in systems analysis and applications programming using generally accepted computer programming languages or in operating systems and data communications technology.
Experience: One (1) year of experience designing, developing, testing implementing and maintaining applications systems and programs using generally accepted computer programming languages or maintaining and modifying operating systems for computers. *At least one (1) year of experience in a role involving collaboration and liaison activities with multiple inter-agencies or departments, specifically in the field of IT infrastructure, telecommunications, and governance in a governmental or public sector environment.

The ideal candidate will possess:
- Master’s degree in Information Technology, Computer Science, Business Administration, or a related field.
- Project Management Professional (PMP) certification or similar project management certification.
- Experience in telecommunications, data center infrastructure, or IT consolidation projects.
- Knowledge of transportation systems and operations.
- Proven stakeholder engagement, innovative problem-solving, and effective communication across technical and non-technical audiences.
- Proactive adaptation to technological advancements.

Thirty credit hours from an accredited college or university in Computer Information Technology, Management Information Systems, Computer Science, or other information technology related field to include course work in systems analysis and applications programming using other generally accepted computer programming languages or in operating systems and data communications technology may be substituted for the required education.
2. One additional year of experience designing, developing, testing, implementing and maintaining applications systems and programs using other generally accepted computer programming languages or maintaining and modifying operating systems for computers may be substituted for the required education.
3. Experience operating computer systems; or scheduling, controlling input and output or maintaining a tape library to process data on computer systems; or evaluating, implementing and maintaining microcomputer hardware and software; or converting data from project specifications by developing program code using generally accepted computer programming languages may be substituted for high school on a year-for-year basis.
4. U.S. Armed Forces military service experience as defined under the Experience Requirement of the Minimum Qualifications may be substituted for the required education and experience on a year-for-year basis.
Licenses & Certifications
Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
