ESSENTIAL FUNCTIONS
Budget Process Planning
The Assistant Budget Director for Policy and Planning will coordinate the City’s annual outcomes-based planning process. Key job duties include:
- Work with the Budget Director to establish the calendar for the budget planning process.
- Develop proposal forms and guidance to focus budget request materials on strategies and performance measures consistent with Citywide Pillars.
- Prepare budget planning documents establishing priorities and guidance for City agencies to use when developing budget requests.
- Assemble and train cross functional teams responsible for assessing service proposals in context of priority and performance to develop budget recommendations made to the Mayor and Executive Team.
- Manage the development, production, and distribution of five annual budget publications. This work includes coordinating content development and review processes with numerous stakeholders.
- Prepare briefing materials used with elected officials and the media summarizing key recommendations and takeaways from the City’s budget.
Community Engagement
Key job duties will include:
- Spearhead participatory budget efforts including organizing resident budget workshops, developing resident budget documents, and create online budget engagement tools.
- Update the City’s budget website with key updates on the budget and management research published by the Bureau.
- Publish the bimonthly budget newsletter sharing major budget updates with residents.
- Offer recommendations for new strategies to engage residents around the City’s budget.
- Lead efforts associated with the City’s community survey gauging resident perceptions around key City services.
Policy Analysis Oversight
Key job duties will include:
- Oversee the process for tracking and providing fiscal analysis to proposed City and State legislation.
- Assist in performing fiscal analysis of proposed legislation.
- Represent the Bureau at City Council hearings to report out on fiscal analysis of proposed legislation.
- Support the City’s 10-Year Financial Plan by assisting with research of proposed initiatives, presenting recommendations, and overseeing implementation of specific elements of the plan.
- Provide supervision and leadership for the Bureau’s Policy Analyst.
Team Leadership & Staff Oversight
The Assistant Budget Director for Policy and Planning is responsible for supervising the Policy Analyst and Systems Analyst. Key job duties include:
- Provide day to day guidance and leadership to immediate team members. Perform annual performance and hold midyear check-ins around employee performance.
- Oversee interns and fellows working within the Bureau. Recruit for these opportunities and work with other members of the leadership team to establish projects for interns and fellows.
EDUCATION AND EXPERIENCE REQUIREMENTS
EDUCATION: Have a bachelor’s degree from an accredited college or university including at least 30 credits in accounting, business administration, finance or a related field
AND
EXPERIENCE: Have four years of project management experience.
LICENSES, REGISTRATIONS AND CERTIFICATES: Some positions may require certification in specified areas of expertise as needed for individual project.
