THE POSITION

Central San, a progressive public utility, is seeking a Control Systems Specialist to fill the role of Utility System Engineer. This position will be assigned to the Control Systems group in the Operations Optimizations Division. The position is part of a team that is responsible for two control systems, one at the District's wastewater treatment plant in Martinez and the second at the District’s wastewater pumping stations which are located throughout central Contra Costa County.
The Utility System Engineer will:
Program Modicon programmable logic controllers (PLCs)
Develop Wonderware and Dynac SCADA systems
Collaborate on design and construction for large wastewater projects
Design, build and start-up control panels
Maintain industrial communication networks
Central San’s treatment plant processes 35 million gallons of wastewater and incinerates 200 tons of biosolids daily. Treatment plant operation requires industrial equipment including large pumps, blowers, boilers, generators and a UV disinfection system. The facility generates both electricity and steam onsite and focuses on energy efficiency and resource recovery.

MINIMUM QUALIFICATIONS
Experience
Five years of professional engineering experience performing duties in either control systems or electrical engineering.
Education
Equivalent to a bachelor's degree from an accredited college or university with major work in electrical or mechanical engineering or closely related field.
Substitution for Education -
Four years of additional qualifying experience as noted above may be substituted for the bachelor's degree.
Licenses and Certificates:
A valid Certificate of Registration as a professional engineer issued by the State of California is desirable.
SELECTION PROCEDURE

The most qualified candidates will be invited to participate in the examination process. Human Resources shall determine the examination steps to be used for this recruitment. The steps may include, but are not limited to, a written examination, practical examination, application screening, and/or oral board examination. One or more of these steps may be used and in any order. At the end of the testing process, candidates passing all of the examination steps will have their names placed on an eligibility list. The list is valid for six months and may be extended up to an additional six months at the request of the hiring department. The eligible list may be used to fill future vacancies in this job classification.
Applicants meeting the minimum qualifications are not guaranteed advancement to the examination process. All applicants will be notified via email of the results of the review process.
Successful candidates not currently employed in regular status by Central San must pass a pre-employment physical to be considered for appointment.
