Summary
The Chester County Department of Emergency Services (DES) works to promote and assist in providing safety and security to Chester County citizens so they can work, live, and grow in a healthy and safe community. The Radiological Response Coordinator is responsible for radiological emergency planning and exercises specific to the Limerick Generating Station (LGS) and Peach Bottom Atomic Power Station (PBAPS). This will include maintaining the County radiological emergency response plans to a point of readiness, as well as coordination with county, state, federal and municipal partners.
This is an essential employee position. This position requires availability 24 hours a day, seven days a week, 365 days a year. Essential employees are obligated to report to work as scheduled or remain at work during emergencies. Following is the duty statement for essential employees: “Carries out essential job functions or assigned emergency duties which may involve assignments within the Emergency Operations Center (EOC), deployment to a field location to participate in emergency management activities, or other duties as required during periods of emergencies. If received, emergency assignments may be performed under adverse conditions and continue for periods ranging from a few hours to several weeks”.
Essential Duties
Complete the revisions of county plans for Limerick Generating Station (LGS) and Peach Bottom Atomic Power Station (PBAPS)
Coordinate revisions of municipal, school district and health care plans.
Complete revisions of LGS and PBAPS procedures.
Review and update plans and procedures for reception, mass care, monitoring, and decontamination sites.
Review and update response procedures with the state, federal, and private partners.
Coordinate the MS-1 hospital program for LGS and PBAPS in reference to Chester County.
Coordinate the scheduling of radiological drills and exercises for agencies in the county.
Schedule and conduct training for the County Emergency Operations Center (EOC).
Document all training and maintain records and re-qualification dates.
Review state radiological and county emergency response plans.
Maintain inventory of county-owned and state-assigned radiological equipment.
Distribute equipment to other agencies, coordinate testing and calibration of equipment.
Develop emergency plans for other hazards (natural or man-made).
Maintain plans, procedures, and equipment in the EOC for operational readiness.
Coordinate the development and submission of the State Act 147 Radiological Grant.
Manage the Act 147 grant regarding purchases, reports, fiscal tracking, and inventory.
Represent the county at federal, state, county, municipal and school district meetings.
Conduct training sessions for county, municipal and school districts with reference to EMA.
Maintain a flow of emergency management information to DES staff and the public.
Assist with Emergency Operations Center (EOC) activations and drills.
Perform all other duties, tasks, and special projects, as assigned.
Bachelor’s degree from an accredited college or university in emergency management, public safety, or related field; or equivalent training and/or experience.
Public safety/first responder experience.
Knowledge of radiological emergency preparedness.
Knowledge and skills related to emergency preparedness and planning.
Knowledge of radio communications systems.
General understanding of grant management.
Understanding of federal, state, and local agencies involved in emergency management planning and response.
Excellent verbal, written, and interpersonal skills.
Ability to work independently and proceed with objectives.
Demonstrates integrity and honesty.
Ability to interface effectively with all levels of county government, public safety agencies, and stakeholders.
Strong time management skills and ability to establish priorities.
Ability to work as part of a team.
A valid driver’s license is required.
Preferred Skills, Knowledge & Experience:
Master’s degree from an accredited college or university in emergency management, public safety, or related field; or equivalent training and/or experience.
PEMA Radiological Instructor Certification.
Trained and certified as a hazardous materials technician based on OSHA 1910.120 and/or NFPA 472/1072.
Skilled in emergency procedures related to hazardous materials.
General knowledge and understanding of County of Chester policies and procedures.

Computer Skills: To perform this job successfully, an individual should have:
Intermediate Microsoft Office skills (computer skills)
Intermediate cyber navigation skills for research purposes.
Intermediate knowledge of records management systems.
Physical Demands: While performing the duties of this position, the employee is required to stand, sit, walk, work with machinery, talk, see, and hear. At times the employee will need to bend, twist, or rotate at the waist, kneel, stoop, crouch, or squat, climb stairs, lift items weighing up to 50 pounds, push and carry items, work with an uncommon level of noise, and smell.
The special vision requirements for this job are as follows:
Close and Distance vision (clear vision at 20 inches or less & 20 feet or more).
Color vision (ability to identify and distinguish colors) – smoke color, hose color, etc.
Peripheral vision (ability to observe an area that can be seen up and down or to the left and right while eyes are fixed on a given point) – for safety while working during training or at an incident scene.
Work Environment:
The noise level in the work environment is usually quiet but can be moderate to loud depending on the assignment. Work assignments can change rapidly.
Will occasionally be exposed to outside weather and adverse weather conditions.
Will be required to operate a motor vehicle; at times this may include hazardous driving conditions.
Will occasionally be required to work extended hours, nights, weekends, and holidays.
