Padre Dam Municipal Water District has an open position in our Operations Department. We're looking for a Dynamic leader who will oversee construction and maintenance crews.
The ideal candidate for the Construction & Maintenance Supervisor would have solid leadership skills including a strong technical background in underground construction practices for water and wastewater installations, maintenance, and repair. The position requires exceptional inter-personal skills that allows for a solid line of communication between developers, vendors, supervised staff, and other departments within the District.
Incumbents are responsible for supervising and participating in the maintenance, repair and installation of water, wastewater and recycled water systems. Duties include: supervising utility and/or sewer crews, planning and scheduling work, preparing cost estimates, preparing traffic control plans, completing application for closing of permits, conducting performance evaluations; providing training to crews; preparing various written reports on work performed and resources used; responding to and supervising after hours emergencies including water main breaks, water service leaks, recycled water pipeline breaks and wastewater main blockages and spills; inspecting work sites for quality assurance; and, ensuring materials needed are available to crews. Utilizes ESRI mapping product to plan and schedule work and to assess field situations and come up with resolutions to water or sewer system problems. Incumbents should be able to participate in all activities as listed for Utility Worker, Waste Water Collections System Worker and Construction Equipment Operator.
DISTINGUISHING CHARACTERISTICS: The Construction & Maintenance Crew Supervisor is distinguished from the Utility Worker, Waste Water Collections System Worker and Construction Equipment Operator by its supervisory responsibility. The Construction & Maintenance Crew Supervisor is distinguished from the Assistant Operations Manager which has a broader scope of responsibility and provides administrative oversight and represents the division to other department heads and to the Board of Directors.
Essential Duties
Supervises staff to include: assigning and monitoring work, mentoring and training or ensuring staff are trained, setting performance standards and conducting performance evaluations, recommending pay changes and discipline.
Supervises day-to-day operations which may include reading blueprints, working with the Assistant Operations Manager on planning and scheduling work, inspecting work sites for quality assurance and ensuring materials needed are available to crews and preparing various written reports on work performed and resources used. Monitors on-site staffing requirements and adjusts accordingly.
Responds and communicates to inquiries from the general public, other departments and other agencies; coordinates construction activities. Provides all necessary permits, traffic control plans and mark-outs as required.
Responds to and supervises after hours emergencies including water main breaks, water service leaks, recycled water pipeline breaks and wastewater main blockages and spills.
Performs Utility Worker, Waste Water Collection System Worker, and Construction Equipment Operator activities as required.
Manages multiple construction projects and coordinates Crew schedules with Contractors, San Diego County Inspectors, City of Santee and City of El Cajon Inspection and Engineering staff. Documents installation methods and materials, including field adjustments and deviations. Monitors and assures safe worksite procedures and installation methods.
Prepares operational reports for various regulatory agencies and maintains records of operations and maintenance.
Using computers and related specialized computer applications, including ESRI GIS Mapping products, Beginning/Intermediate Microsoft Office, Word and Excel.
Performs other duties of a similar nature or level.

Cost estimating, planning and scheduling
Training/Experience Required:
High School Diploma or General Equivalency Diploma (G.E.D.) and five years experience working with underground utilities and monitoring work site safety; or, an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.
Licensing Requirements:
Valid California Driver’s License; Class A Driver’s License required within one year of hire. Class A must be maintained through employment.
At least one of the following licenses or certificates:
Water Distribution Operator Grade 3 certificate from the State Water Resources Control Board; or CWEA (California Water Environment Association) Collection System Maintenance Grade 3 if Supervising the Wastewater Team.
CWEA (California Water Environment Association) Collection System Maintenance Grade 2 certificate. Grade 3 is preferable.
Water Treatment Plant Operator Grade 2 from the State of California Water Resources Control Board.
